Job description

Duties As a Marine Inspector, this position is responsible for providing coordination and expertise when serving as a primary inspections representative for their assigned Sector or MSU. The Marine Inspector must demonstrate the maturity necessary to understand the impact of the decisions made regarding safety standards on vessel operations and on local industry and commerce. The balance of such issues, while not restricting the decisions made, must be recognized in determining an acceptable compromise on the operations, repairs, replacements, etc., to be required. For all U.S. certificated vessels and support of port state control examinations of foreign vessels operating in the U.S, an individual assigned to this position performs or leads in the performance of the following inspection functions. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Conducting reviews of vessel's plans, safety management systems and operating systems to determine compliance with regulations and applicable standards. Determining that vessels being inspected have the proper documents and certificates on board and in effect. Inspecting a vessel's hull, including the hull envelope, internal structural members, protrusions, fittings, appendages, special tanks, holding areas, special use structure (e.g., chemical tanks, proximity of certain operations to restricted vessel areas), and structural fire protection to ensure that they are in sound condition, that damage or deformity is within acceptable parameters for safe vessel usage, and that all hull systems are in compliance with applicable safety standards. Preparing briefing papers, technical analyses, and option evaluations for the Officer-in-Charge, Marine Inspection, where inspection decisions may have broad impact on an industry, are controversial in nature or are expected to be appealed to higher authority. Inspecting vessel's machinery, including propulsion equipment, control machinery, 2 auxiliary machinery, special deck, vessel pumping equipment, damage and fire control machinery, electrical and power general systems, piping, transfer and monitoring systems to ensure that they are in safe operating condition and are in compliance with applicable design, installation, and operational standards. Requirements Conditions of Employment U.S. Citizenship is required. The position requires a pre-appointment physical. The position requires a valid state driver's license. Males born after 12/31/1959 must be registered for Selective Service. A one-year probationary period may be required. Qualifications At the GS-12 level: Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Reviewing technical vessel design and construction plans to determine compliance with regulations; Resolving maritime vessel inspection controversies; Identifying hazardous conditions and prescribed corrective actions; and Evaluating the compliance of foreign passenger vessel safety management systems with the International Safety Management Code and/or the International Standards Organization. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
