1250: APPLICATIONS DEVELOPMENT ANALYST (C. ADVANCED)

TWO (2) POSITIONS

The Department of Children and Families (the "Department " or "DCF ") is seeking qualified candidates who

will assist the Office of Information Technology (OITS) in their daily operations, support, and services. The

services requested in the following eQuote will be procured in accordance with the Department of

Management Services (DMS) State Term Contract (STC), entitled Information Technology Staff

Augmentation Services, (phone number removed)-STC-ITSA.

The term for this staff augmentation position is intended to be until June 30, 2025. The term for this

engagement may be extended for a period not to exceed twelve months from the expiration of the State

Term Contract contingent upon funding and satisfactory performance. The Department may select one or

more candidates for this position. Candidates available immediately are preferred. Candidates can either

work part-time or full-time. The number of weeks is dependent upon the available budget.

2.1 Primary Job Duties and Tasks

The Office of Information Technology Services (OITS) is seeking multiple Application Developers (STC

1250: Applications Development Analyst (C. Advanced positions.

The activities these candidates will be tasked with include, but are not limited to the following:

- Collaborate with business analysts, project managers, and stakeholders to understand the

functional and non-functional requirements of the application.

- Translate business requirements into architectural designs that align with business goals.

- Design the overall system architecture, and define how different components of the interact.

- Design, develop, and implement software applications using the .NET framework and languages

like C#, VB.NET, and F#.

- Utilize ASP.NET (or ASP.NET Core) for web application development, including MVC, Web API, and

Blazor for client-side and server-side programming.

- Develop and optimize SQL queries, stored procedures, and functions.

- Develop user interfaces and ensure the front end is responsive, accessible, and user-friendly.

- Review code, architecture, and design to ensure they meet the standards.

- Analyze and optimize the performance of the application.

- Design strategies for scaling the application efficiently as user demand grows.

- Ensure the application adheres to security best practices and compliance requirements.

- Implement DevOps practices such as continuous integration and continuous delivery (CI/CD).

These positions are to provide technical guidance and expertise in supporting the department in developing,

architecting, and maintaining APIs, data mappings, and monitoring high-volume complex data integration

processes.

2.2 Specific Knowledge, Skills, and Abilities (KSAs)

The submitted candidate must be able to apply common knowledge, skills, and abilities in the following

areas:

Minimum Required KSAs:

5+ years of experience in .net core, API development,

5+ years of experience in DDL, DML T-SQL skills, advanced stored procedure writing skills, tables,

primary keys, foreign keys, constraints, indexes, transactions, process logging, and error handling.

3+ years of experience with Data mapping.

3+ years of experience in API Architecture and data integration.

3+ years of analyzing and interpreting large datasets, including cleaning, transforming, and visualizing

data.

3+ years of Experience in testing high-volume of complex data integration processes.

1+ years of experience in Salesforce, Message MQ, and MuleSoft

Familiarity with system catalog views, and Azure Cloud

Ability to provide excellent customer support; meticulous quality of work and work product.

2.3 General Knowledge, Skills and Abilities (KSAs)

The submitted candidate(s) must be able to apply common knowledge, skills, and abilities in the following

areas:

2.3 Education and Certifications

Education: Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field.

Or equivalent work experience. (Required)

Certifications: Microsoft Dynamics 365 Certification (Desired) and MS Dynamics Power Platform

Certifications (Desired)

3. Vendor Response

services requested in the Scope of Services.

3. Exhibit E - Resume Self-Certification Form Per the IT Staff Augmentation STC: When submitting a

response to an eQuote the Vendor shall submit with its response a signed Resume Self-Certification

Form (Exhibit E) to the Customer for each candidate included in the eQuote response. See the DMS

IT Staff Augmentation Contract website for details.

5. References Provide three (3) clients for which similar services were performed within the past

three (3) years. Or if the candidate has performed services for DCF in the past three (3) years, each

" Job title held by the candidate while employed or contracted

" Direct telephone number

" Email address

Location: The Department of Children and Families reserves the right to discuss with the selected Vendor if
