Program Manager - Counterdrug Surveillance Systems (CDSS) Position Type: Full-Time, Exempt - Contingent upon award Work Location:Rockledge, FL Clearance: Secret Patriot Group International Inc. We are seeking to hire a Program Manager to lead our Counterdrug Surveillance Systems (CDSS) Program. The mission of this program is to support U.S. Government (USG) agencies, departments, and partner nations in their anti-trafficking efforts worldwide. The objective of the CDSS mission is to provide air and maritime surveillance, detection, communications, and command and control support for U.S. counterdrug initiatives. Responsibilities: Manage the overall project management plan including contract performance, personnel, and facilities resulting in customer mission success
Serve as primary point of contact for the Contracting Officer and the Contracting Officer's Representative (COR), maintaining active communications to keep stakeholders informed of significant issues, risks, and accomplishments.
Provide inputs to or create program deliverables, including documentation, briefings, summary reports, status reports, and cost and schedule estimates, as required by the sponsor.
Collaborate with all customer and contractor stakeholders to develop best practices and ensure that all required services and support are delivered on schedule.
Implement and maintain organizational processes to provide internal control, management oversight, and supply support, including quality assurance and compliance with government security regulations.
Oversee all administrative and support tasks associated with the assigned program, including, but not limited to, scheduling, staffing, training, invoicing, and monthly contract status reporting.
Temporary duty travel as required to manage program requirements and attend meetings
Other duties as assigned.
Required Qualifications: 10 years of experience managing complex cyber and/or communication systems-based projects within the Department of Defense or federal agencies
Experience managing scope, schedule, and cost requirements of federal government contracts with fixed price and cost-type line items.
Experience with establishing and sustaining Authorization to Operate (ATO) and Approval to Connect (ATC)
Proficient in Microsoft Office and Adobe products including Word, Excel, Outlook, PowerPoint, and Acrobat
Preferred Qualifications Top Secret clearance with SCI eligibility
Master's Degree in a relevant field of study
Project Management Professional (PMP) or Certified Federal Contracts Manager (CFCM) Certification
A DOD 8570-compliant IAM or IAT certification
Experience managing field service support using a DOD or Federal Agency Maintenance (Mx) Control Plan
Experience with SATCOM systems
Experience with Tactical Data Link Equipment (TADIL)
Experience with integrating radar data feeds and voice communications into a Common Operating Picture (COP)
Experience managing projects requiring Information & Communications Technology Supply Chain Risk Management
Familiarization with DoD and/or partner agency operations within the SOUTHCOM AOR
Experience in the realm of counter-narcotics and/or illicit trafficking
Familiarization with Maximo or similar enterprise asset management software
Bi-lingual in English and Spanish
Required Security Clearance: Active Secret clearance
Physical Requirements: Able to lift up to 20 pounds.
Able to travel independently to job sites via air and ground transportation.
Able to walk throughout CDSS locations to assess status of systems and meet with employees and government stakeholders.
Able to use standard office equipment, including a computer and copier.
