Mission Statement We are seeking a Contractor Government Reliability and Maintainability (R&M) Quality Assurance (QA) specialist to support the United States Navy's Air Cushioned Vehicle (ACV) Reliability and Maintainability contract. This contract supports the Naval Surface Warfare Center Panama City Division (NSWC PCD) In-Service Engineering Agent (ISEA), located in Panama City, FL. The NSWC PCD ISEA is the focal point for managing the lifecycle, reliability, and sustainability of the Landing Craft Air Cushioned (LCAC) and Ship to Shore Connector (SSC) ACV craft program. To learn more about the Emerald Coast, click here: Job Description Act as the Naval Surface Warfare Center Panama City Division (NSWC PCD) In-Service Engineering Agent (ISEA) Reliability and Maintainability Quality Assurance (R&M QA) at NSWC PCD, Panama City, Florida. Use Sustainment and Readiness Model (SuRM) model and Microsoft Office applications to provide input to develop and provide accurate R&M reports for the ISEA, Program Office, and respective Assault Craft Units (ACUs), and provide input to supporting databases. Technically support NSWC PCD ISEA and provide on-the-spot R&M liaison and technical support within the maintenance data collection areas during daily operations of Landing Craft Air Cushioned (LCAC) /Ship to Shore Connector (SSC). Support NSWC PCD ISEA in all aspects related to the use of the U.S. Navy 3M system, to include, not limited to: Accurate recording and reporting of all maintenance actions Recording and reporting operational hours and material usage data Identifying locations and operational time of critical time-phased maintenance equipment Collection of materials usage data Assisting in the completion, creating, editing, and proofing of maintenance records (2-Kilos) Documenting time-phased maintenance critical equipment Provide assistance with tracking replacement schedules for time-phased maintenance critical equipment Logging and reporting craft configuration changes Performing research on maintenance activities, including reviewing drawings, specifications, and other technical documentation to aid in documenting discrepancies Provide periodic oral and written reports of ongoing R&M issues to a diverse group of scientists, engineers, logisticians, business operations personnel, accountants, and managers. LCAC-M Operator: Operate the LCAC-M model to produce requested reports and metrics, exercise the model, run parameters, and assist customers in running what-if scenarios. Develop and maintain a list of key customer and stakeholder contacts; and key contacts for developing and hosting the web application and back-end database servers. Coordinate with LCAC-M stakeholders to ensure data updates (e.g., operating hours, craft statuses, deployment dates, funding amounts, descriptions, fund codes) are completed in a timely manner. Gain and maintain cognizance of LCAC-M's configuration and usage to include the identification of source code, additional/future requirements (e.g., SSC, LCU-1700, and emergent LCAC program requests), the extent of usage within Program Office and the LCAC enterprise, and historical, present, and future perspectives of customer expectations. Gain and maintain cognizance of how LCAC-M products compare with existing models and tools including identification of similarities where existing models and tools can be adapted to provide and/or enhance expected LCAC-M products. Required Education and Experience: Must have an AS Degree or higher and three years relevant experience, or five years relevant experience. Required Skills: Must have five years' experience in the use of Microsoft Office suite of applications. Experience in developing Microsoft Excel spreadsheets and analysis of Pivot Tables, as well as other appropriate analysis tools is desired. Must be proficient in using Microsoft Office products and tools Must have prior knowledge and three years' experience with the Navy 3M Systems and Organizational Maintenance Management System-New Generation (OMMS-NG), WEBLOG, and Configuration Data Managers Database (CDMD) Must have prior experience in developing work actions (2-Kilos) and Configuration Change (CK) documentation. Must have the ability to multi-task in a fast-paced and rapidly changing work environment, and prioritize work assignments and manage workflow processes to ensure deadline commitments are met. Required Clearance: Must have active Secret-level security clearance. Preferred Qualifications: Experience in Microsoft Access is desired Work center supervisor or above qualification is desired. Prior experience with LCAC programs is desired. Essential Functions Work Environment Office setting that includes sedentary physical effort. However, may include lifting of weight up to thirty (30) pounds as necessary. Must be able to work well with co-workers and all levels of management. No hazards on the job or unusual environmental conditions. The worksite is located at Panama City, FL Physical Requirements Work may involve sitting or standing for extended periods of time. Position may require typing, and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long-distance may be required. Equipment and Machines Ability to operate office equipment such as personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work-related tools as required. Attendance Monday-Friday 7:30 a.m. - 4:30 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements. Other Essential Functions Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to work site is required. Travel to and from customer's locations may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
