Transportation Engineer/Planner (TSMO)

MetroPlan Orlando, the metropolitan planning organization for Orange, Osceola and Seminole Counties is seeking a Transportation Engineer/Planner to perform technical, analytical, and administrative work associated with transportation system management and operations and planning (TSMO).

Essential Functions

  • Assist and advise the Director of TSMO on standards, policies and best practices that advance planning for TSMO.
  • Project manager for task(s) assigned to the Unified Planning Work Program (UPWP) under TSMO.
  • Manage, collaborate, and coordinate with internal and external staff in development and implementation of tasks, plans, projects, and programs such as the UPWP; Transportation Improvement Program (TIP); Metropolitan Transportation Plan (MTP) and Congestion Management Process (CMP).
  • Provides technical assistance to local and state agencies and stakeholders in performing transportation systems analysis to advance planning for TSMO.
  • Plan and develop conceptual project improvements and TSMO solutions in response to issues related to traffic signals, traffic safety and urban congestion. This will include project management of the Traffic Signal Retiming Program, Crash Database and Travel Demand Management (TDM) strategies to relieve congested conditions.
  • Develop and manage consultant contracts and other types of agreements that support planning for TSMO. This includes developing documentation for contract funding, request for proposal (RFP) and related documents, participation on technical review committees (TRC), evaluation of contract work products, consultant evaluation and processing approval.
  • Identify funding opportunities under the Infrastructure Investment and Jobs Act (IIJA) or state programs to advance planning for TSMO, safety, and system reliability.

Minimum Qualifications

Master's degree from an accredited college or university in urban planning, civil engineering, or transportation planning and five (5) years of experience or a bachelor's degree and seven (7) years' experience in related field with a concentration in transportation engineering systems.
