Job description

Duties The District Commander will directly, or through Area Commanders, supervise the activities of law enforcement personnel involved in compliance, enforcement, investigations and inspections activities. As the District Commander, the incumbent exercises the following delegated supervisory and managerial authorities on a regular and recurring basis: Implements ways to eliminate or reduce significant barriers to mission essential goals; promotes communications; improves District practices; supports the mission and goals of FPS; approves leave requests; recommends awards or bonuses for personnel, changes in position classification (subject to approval by the Regional Office). Exercises significant responsibilities in dealing with officials of other organizations, or in advising management officials of higher grade; makes decisions on work problems presented by Area Commanders. Evaluates selections for supervisory positions; hears and resolves grievances or serious personnel complaints. identifies District training needs and makes decisions on training requests and non-routine, costly, or controversial training related to personnel of the District. Promotion Potential: This position is at the full performance level. Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position. Qualifications Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Overseeing the activities of personnel responsible for the security and/or law enforcement of facilities; 2) Coordinating actions with higher level authorities and other local law enforcement agencies to ensure assistance for security and emergency procedures; and 3) Conducting compliance investigation of agency mission essential risk mitigation programs to determine the resolution of problems. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Essential Personnel Position - This position may be designated as essential personnel. Law Enforcement: This position shall possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority relating to criminal offenses to provide investigative and law enforcement services to tenant agencies, Federal employees and members of the general public located in/or conducting business in government-owned or leased properties. Training: Incumbent must meet the established experience, basic training and in service training requirements established for the enforcement of police powers. Incumbent must successfully complete the designated, required training which includes the basic Criminal Investigators Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) or the Uniformed Police Training Program (UPTP), the Advanced Individual Training Program (AITP) and the Physical Security Training Program (PSTP). Additionally, the selectee must successfully complete the Field Training and Evaluation other in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority. Pre-employment Drug Test: This position requires a pre-employment drug test and a negative drug result prior to appointment into the position must be achieved. Random Drug Testing: The incumbent of this position is subject to random drug testing. Pre-employment Medical Requirements: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may by subject to periodic incumbent examinations in the future. Firearms Requirements: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency. I mandatory. The incumbent must satisfactorily complete (or have previously completed) the forearms component of the Criminal Investigation Training Program (CITP) or Uniformed Police Training Program (UPTP) and quality quarterly thereafter. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position. Travel: The incumbent will be required to travel frequently. Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
