Job Title: Personnel Recovery Coordinator

T2C-Global is currently seeking motivated and talented individuals who can offer the knowledge, skills, and experience in support of our Doral, FL based customer. Responsibilities • Provide PR services throughout the USSOUTHCOM AOR to enable PR capabilities on the behalf of CDR USSOUTHCOM. • Create and maintain current continuity books for all key PR Coordination functions for each position.
• Provide after action reports to capture key activities such as TDYs, exercises, and conferences. • Provide monthly progress reports that includes objectives provided by PR Branch Chief, actual monthly accomplishments, short-term and long-term goals. • Assist the PR Director and PR Officers to establish PR programs by accomplishing the following tasks:
o Development of procedures to integrate PR activities with interagency partners and Partner Nations.
o Development of programs to assist Partner Nations in developing their PR capabilities.
o Develop PR response SOPs, checklists, DoD supplements to PR plans (Command and post level), country PR plans, Evasion Plan of Action (EPA) management, and Isolated Persons Report (ISOPREP) Programs.
o Develop a DOD Blood Chit management program in accordance with USSOUTHCOM SC Reg0511 and JP 3-50.
o Establish unit protocols of alert and notification for PR events and coordinate these with interagency partners.
o Develop an initial reception plan in support of the theater PR Reintegration plan IAW SC REG 0511.
o Assist with the administration and management of the USSOUTHCOM Risk of Isolation Prevention and Preparation (RIPP) program, Blood Chit Program, and management/maintenance of USSOUTHCOM signaling devices (personal locator beacons).
o Conduct informal/supplemental SERE and PR training for DoD, IA, and PN personnel, as directed by the USSOUTHCOM PR Branch Chief.
• Support components' exercises and operations as directed by the USSOUTHCOM PR Branch Chief.
• Assist USSOUTHCOM, Country Team members and PNs with development and execution of their respective PR training events.
• Assist the USSOUTHCOM PR Branch Chief strategic PR guidance for the management of the USSOUTHCOM PR Program.
• Execute Joint Personnel Recovery Center (JPRC) equivalent functions to coordinate and synchronize PR efforts throughout the USSOUTHCOM AOR.
• Develop and maintain accurate event logs and PR reports IAW standardized formats and templates provided in USSOUTHCOM Regulation 0511. • Coordinate with USSOUTHCOM, applicable Component Commands, and Interagency partners, for intelligence, operational, logistical, legal, medical, and personnel support during personnel recovery incidents. Qualifications • Active TOP SECRET clearance with SCI Eligibility • Possess a minimum of 3 years performance as a member of a Personnel Recovery Coordination Cell or Joint Personnel Recovery Center.
• Possess a minimum of 3 years conducting personnel recovery planning and execution services in a U.S. code Title 22 (Chief of Mission) environment.
• Completed SERE Level C training that included Peacetime Governmental Detention and Hostage Detention Resistance Training Labs IAW Joint Personnel Recovery Agency training standards.
• Government pistol (9mm), commensurate to the level of training provided to Department of Defense (DOD) employees in accordance with FM 3-23.35. • Must be IAT Level II certified upon contract award as directed in DoD 8570.01-M, DFARS , and AR 25-2. Baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award and annually thereafter.
• Must be a graduate of, or have an action plan to obtain, the following training prior to award of contract:
o Personnel Recovery 102, Fundamentals of Personnel Recovery
o PR 130: Personnel Recovery in a Chief of Mission Environment
o Personnel Recovery 106, Reintegration Team Responsibilities
o Personnel Recovery 300, Personnel Recovery Execution
o Personnel Recovery 350, Personnel Recovery Planning (previously 301)
o Completed Specialized Escape Training SERE 250J or SERE 350
o Completed Joint Urban Evasion Training Instructor Course SERE 271
o Graduate of PR 303 - Non-Conventional Assisted Recovery Plans and Operations, as required, available through Joint Personnel Recovery Agency's Personnel
o Recovery Education and Training Center (PRETC).
o Level C SERE Training: prior graduate of service SERE schools (which includes Peacetime Governmental Detention and Hostage Detention Resistance Training Labs); can also be accomplished by attending SERE 215 Supplemental Information
