Job description
Duties Serves as a Housing Manager in the Housing Division/Directorate of Public Works located at an Installation Management Command (IMCOM) garrison. Responsible for the planning, management, administration, coordination and implementation of the housing management program(s). May be expected to perform duties under a joint base operations requiring an understanding and knowledge of Army, Air Force, or Navy policies, programs, and procedures. Serves as the Contracting Officer Representative (COR). Requirements Conditions of Employment This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time. This position may require after hours call-back for emergencies. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management. Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights. Current Department of Army Civilian Employees Applying on Time-Limited Assignments Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes administering housing services programs; performing home inspections; experience working with DoD privatized housing; assists in the development of installation plans and procedures for barracks sustainment, to include restoration, modernization and/or replacement projects; arbitrates resident issues, analyzes statistical data; and maintains databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Real Estate; Urban Planning; Business or Public Administration; Housing, Property or Facility Management. OR Combination of Education and Experience: A combination of education and experience maybe used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
