Job description

Duties Plans, organizes, and directs the Air Commando Development Center (ACDC) Resource Management Activities, ensuring compliance with legal and regulatory requirements and meeting customer needs. Represents the Air Commando Development Center (ACDC) with a variety of Center and functional area organizations. Establishes, defines, and implements requirements for financial operations to ensure resource management functions are in line with Center organizational goals and mission requirements. Incumbent shall comply with the requirements of these program The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally This position has been designated as an acquisition position, covered by the Acquisition Professional Development Program (APDP) and the employee is expected to meet Continuing Acquisition Education May be required to travel by military or commercial air in the performance of TDY. The incumbent may be required to work overtime or an irregular work shift. The incumbent must be able to obtain and maintain a secret security clearance. A bachelor's or advanced degree in business administration, economics, finance, or another related field is highly desirable. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes: Use of financial management policies, procedures, and processes to various financial management functions involving the formulation, justification and or execution of budgets and accounting support for organizations, programs, or projects; Analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions where changing guidelines for work and gaps and conflicts in program and financial management/budgetary information exist; assist in the development of specific objectives and devise new methods, techniques, and criteria pertaining to such matters as: identifying trends, and patterns, acquiring information and analyzing data, modifying systems to accept new kinds of data, developing solutions and presenting findings. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent which includes detailed and in-depth knowledge of Planning, Programming, and Budget System and Acquisition Management Process; budgeting policies, regulations, procedures, and administrative and financial management systems; general understanding of accounting, contracting, and business processes; and a basic knowledge of information technology; and ability to analyze financial activities and develop and charts functional logic for new and revised automated financial management systems and effectively presents financial management needs to program managers, engineers, information technology specialists etc KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data. 2. Knowledge of DoD acquisition requirements, development, and approval processes. 3. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. 4. Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program. 5. Ability to communicate, plan, organize work, and meet deadlines. 6. Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
