Opens: September 5, 2024 Closes: September 19, 2024 The Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time time Operations Research Analyst M to work in the Nuclear Weapons Acquisition Division (AFNWC/NDB) at Eglin, Air Force Base FL. This position is a non-supervisory NH-1515-03, which has a typical 2024 salary range of $86,962 - $134,435 (locality included) May be eligible for a group retention incentive. The purpose of this position is to serve as the primary operations research analyst for a weapons system, sustainment, or support program office within the Air Force Nuclear Weapons Center. This position provides expert research and cost analysis performing professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, economic, and other scientific methods to provide advice and insight about the probable effects of alternative courses of action. This position is NOT eligible for full time or remote telework. Situational telework may be offered at the discretion of the hiring manager. DUTIES: Performs a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies with varied subjects of advanced difficulty and complexity. Establishes assumptions, measures effectiveness of approaches, and evaluates available alternatives. Analyzes the feasibility of advanced analytical approaches or radically different proposed policies. Evaluates impacts of new technologies on current systems and policies. Defines problems and develops and coordinates study plans. Determines sources of data and sample sizes. Plans, designs, and conducts test(s) to obtain data. Compiles, organizes, and analyzes data. Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems. Serves as an expert on modeling and simulation techniques. Develops new solutions to previously highlighted and/or new problems. Provides technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations. Serves as an authority and consultant to other organizations, commands, and/or agencies. Promotes interchange of information on mission requirements, capabilities, deficiencies, and technology applications. Attends various types of meetings and conferences related to program planning, advanced technologies, and support system concepts. Interfaces with Center leadership and other agencies on advances in state-of-the-art technology. Represents AFNWC during visits with government and industry representatives. Prepares and presents briefings, technical reports and/or documents progress and results. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research, and development (R&D) organizations, and participation in formal training programs. Keeps current of emerging analytical techniques and research methods through independent study and reading/reviewing technical journals and current literature. OTHER SKILLS: Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. Skill to negotiate and/or defend findings and program support concepts. Ability to lead study teams and originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to develop and utilize appropriate data collection techniques, and design, build, and use models and simulation techniques. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations. REQUIREMENTS FOR THE POSITION: U.S. CITIZENSHIP Must be able to obtain and maintain a Top-Secret security clearance. Handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. This position is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) Business Cost Estimating Practitioner certification requirements applicable to the career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law , Subtitle F Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months. In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
