Job description

Torch Technologies is seeking a senior financial manager to join a team supporting the Operational Flight Program Combined Test Force (OFPCTF). This position is located at Eglin AFB, FL. This position requires a highly motivated individual with extensive experience in financial management assistance. Essential duties include: Provides advice and assistance with monitoring and reporting financial status of assigned test programs to include required earned value reporting, validating Job Order Cost Accounting System (JOCAS) cost reports, and resolving any discrepancies or errors, resolving deferrals, and working with customers to resolve financial issues. Examples of financial issues include expiring periods of performance, funding limited to certain FYs, and coordinating funding documents with other government agencies or contracting offices for test support. Assists in performing budget and financial and cost variance analysis, obligation and expenditure forecasting, funds management, cost estimating, and development of program/budget documentation. Provides quality control of the automated financial database where funds are tracked Develops and implements methodologies for tracking the different types of expenditures within the OFP CTF to assist in preparing budgets for the future Assists with performing cursory audits of program expenditures using Job Order Status Reports (JOSR); and utilizes reports to keep abreast of all squadron program funds. Provides advice and assistance with program schedules, tracking, and resource management aspects of their programs to include forecasting obligation and expenditure rates, tracking actual commitments, obligations, and expenditure rates, tracking funding documents through the respective financial processes and databases, and developing and analyzing regular and crisis budget planning, programming, reprogramming and execution budgets for assigned programs. Job Requirements Required/Desired Qualifications: Master's degree in an applicable discipline and 10 years of experience in a relevant field is required or 12+ years of experience. This skill level typically performs functional duties independently. Must be a self-motivated expert able to take responsibility for identifying, organizing, coordinating, and executing necessary tasks leading to the successful accomplishment of assigned duties. Must have a demonstrated ability to work independently and as part of an integrated test team. Must be able to effectively communicate orally and have technical writing skills. Proficiency in the use of Microsoft Office applications is required. Experience in the operation of standardized cost models and spreadsheet applications is required. Knowledge of AF specific financial documents such as Purchase Request (PR) 36), Reimbursable Order/Request for Support from Other Agencies (REO) (AFMC Form227), Military Interdepartmental Purchase Request (MIPR) (DD Form 448), Project Order (PO), Miscellaneous Obligation/Reimbursement Document (MORD) (AF Form 406), Fund Cite Authorization (FCA) (AF Form 616), Request for Purchase (AF Form 9), and Single Line Item RE System Document (AF Form1220) is required Knowledge of and working experience with the following is required: AF specific financial documents such as Military Interdepartmental Purchase Request (MIPR) - DD Form 448, Project Order (PO) - AF Form 185, Miscellaneous Obligation/Reimbursement Document (MORD) - AF Form 406, Fund Cite Authorization (FCA) - AF Form 616, and Request for Purchase - AF Form 9. AF specific financial systems used for preparing the aforementioned financial documents, such as Comprehensive Cost and Reporting (CCaR) system, Defense Enterprise Accounting Management System (DEAMS), and Federal Records Center (FRC). AF specific financial reporting systems such as FM Suite, Commanders' Resource Integration System (CRIS), and Job Order Cost Accounting System (JOCAS).
