Job description

Duties Oversees, plans, prepares, and conducts intelligence training for intelligence personnel. Exploits network intelligence information to develop communications structures for targeting exploitation and situational awareness. Serves as the unit authority on all aspects of internal intelligence training. Participates with the intelligence program manager in the establishment and management of the unit intelligence mobility program. Supports the intelligence program manager in planning and organizing an intelligence program that has the capability to provide timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations. Represents the unit regarding intelligence program policies, procedures and issues. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing. Incumbent may be required to fly in military or commercial aircraft to perform temporary duty assignments. This is an Air Reserve Technician (ART) position. Incumbent's regular assignments are primarily ART duties; however, incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Incumbent must meet and maintain Air Force Reserve requirements. Work schedule will be aligned to permit full participation in unit training assemblies. Qualifications THIS IS AN AIR RESERVE TECHNICIAN (ART) POSITION ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the Air Force (AF0 Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. 1N071 - MSGT (E7) This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of analytical principles, concepts, and practices relevant to the intelligence career field typically gained through work experience. The incumbent should have knowledge of: force protection; classified materials handling; Aerospace Intelligence Preparation of the Environment (IPOE), Predictive Battlespace Awareness (PBA) analysis; mobility/deployment preparations, AFRC intelligence, surveillance, reconnaissance (ISR) computer systems/software; command, control and communications protection; intelligence data collection, validation and production procedures; and project management techniques. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR COMBINATION OF EDUCATION AND EXPERIENCE: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge is mandatory of: theory of radio or IP communications procedures; analytical techniques; organization of the national intelligence structure; Electronic Warfare; organization of designated military forces; geography; reporting principles and procedures; effective writing principles; and directives for handling, disseminating, and safeguarding classified defense information. Broad knowledge of military structure, political affairs and history regarding assigned area when analyzing intelligence data. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to or problems for program operations. Ability to plan detailed and complex studies, anticipate and solve problems, and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources. Ability to establish and maintain good relationships with individuals and groups within the office, as well as outside the immediate work unit. Ability to critically evaluate sources of information and establish validity of facts. Knowledge of and ability to develop intelligence career field training programs and conduct training and testing. Ability to communicate effectively, both orally and in writing, under both normal and high stress conditions associated with emergency situations. CONDITIONS OF EMPLOYMENT CONTINUED: Desirable knowledge: intelligence procedures, methodology, techniques and strategies including but not limited to: force protection; Aerospace Intelligence Preparation of the Environment (IPOE) and Predictive Battlespace Awareness (PBA) analysis; mobility/deployment preparations, AFRC intelligence, surveillance, reconnaissance (ISR) computer systems/software; command, control and communications protection; intelligence data collection, validation and production procedures; and project management techniques; or Desirable knowledge: Mobility/deployment preparations; AFRC intelligence, surveillance, reconnaissance (ISR) computer systems software; command, control, and communications protection; intelligence data collection, validation and production procedures; and project management techniques. The incumbent must be eligible for Top Secret/Sensitive Compartmented Information (SCI) Access. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
