Job Description Jefferson Consulting Group is seeking a Program Advisor to support USAID/Madagascar. This role will be onsite in Antananarivo, Madagascar . The consultant will support USAID/Madagascar with the development of the five-year strategic plan called a Country Development Cooperation Strategy (CDCS). The CDCS articulates the Mission's approach to achieving its development objectives and clearly defines the Mission's top-line priorities, intended results, and anticipated resources for implementation. Madagascar's current CDCS runs from September 2020 to September 2025 and the Mission is entering the development of its new 5-year strategy. Responsibilities : Support internal and external coordination throughout the CDCS development process in close collaboration with the USAID/Madagascar's Program Office. Coordinate, organize logistics , and facilitate all tasks leading to the elaboration of the full CDCS document. Support Inter-Office coordination and collaboration in planning the stakeholder consultation and ensuring the follow-up of the implementation to ensure that stakeholder consulta tion is completed as planned. Organize the analysis and synthesis of information to generate relevant knowledge to inform the country's strategy. Circ ulate findings and recommendations from all steps for Mission's inputs: literature review , stakeholder consultation, mandatory and complementary analyses, concept presentation, result framework, full CDCS narrative and any other key outputs through the CDCS developm ent process. Lead the logistic planning of field work related to the stakeholder consultation to ensure unified organization, availability of comprehensive materials. Oversee the logistics for the two main Mission retreats for the CDCS development p rocess (Concept presentation review workshop and Result Framework co-creation workshop) in collaboration with the facilitators. Additional duties to support the planning, coordination, literature review and synthesis, facilitation and writing related to the CDCS development. Required Knowledge, Skills, Education and/or Experience: A minimum of 6 years of professional experience in stra tegy development, project management, project design, project evaluation, and/or applied research.
An active USAID FAC is required is strongly preferred. Eligibility for a FAC (public trust equivalent) is required. K nowledge o f USAID programming and processes . Extensive, hands-on experience with strategy development and communications . Familiarity with foreign assistance project design and management. Ability to present information to diverse audiences in written and oral form. Experience wor king in complex, dynamic, multi-faceted, fast-past environments; Must possess a minimum of a Bachelor's degree in a relevant field
