Technical Project Manager Sr Technical Advisor $165,000 to $175,000 Yearly The Third Party Monitoring Technical Project Manager/Sr. Technical Advisor (STA) would be responsible at the task order level for client communication, ensuring all task order and contract deliverables and tasks are conducted in a timely and high-quality manner. Most importantly, this person will be an M&E expert that will lead all M&E tasks, including, but not limited to: reviewing and revising data collection and reporting templates; designing and revising data collection and reporting methodologies; providing remote assistance and training on data collection and reporting; providing technical leadership and management for remote data collection teams in various countries; liaising between the field team, the AIM home office, various Department of Statue (State) Bureaus, and, where applicable, sub-contracting management and staff; reviewing, clearing, and submitting all M&E deliverables to the clients on time and of the highest caliber. This position will also be responsible for providing technical and management support related to MEL-related business development activities. Working closely with one or more field managers, the STA will be responsible for the following tasks: Evaluate complex situations using multiple sources of information filters, validates and interprets dynamic material.
Manage and appropriately escalate delivery impediments; risks; issues; and changes associated to the product development initiatives.
Lead and motivate cross-functional teams and interact with all levels.
Analyze, plan, and develop requirements for technical documents (site visit and survey instruments, report templates, other data collection tools) and develop management procedures and other reports/systems related to management and technical duties.
Assign and monitor the work of technical personnel, ensuring that project steps are in alignment with business objectives, on-time, and within budget.
Create a method of change management including ownership of a documentation, communication plans, process training, etc.
Define project scope, deliverables, roles and responsibilities in collaboration with stakeholders and business partners.
Define, acquire, and allocate budget, staff, and other resources necessary to accomplish the goals and/or objectives of the program group/function and monitor performance across resource channels.
Design and implement processes to monitor and control resources, budget, risks and value to Business Objectives
Establish, plan, and execute major milestone reviews and decision gates to complete the program and project life cycle. Ensure all required deliverables, tasks, and products are produced and reviewed, including the design, verification, testing, implementation, quality assurance, and delivery.
Evaluate technological choices (network/hardware related and technology/code related) by querying providers and making choices for the organization, balancing costs, benefits, future implications, and limitations.
Interact professionally (virtually, in-person, and in writing, including extensive email and app-based communications) with a diverse group: the client; developers; product owners; local staff; and subject matter experts.
Identify and research new business development opportunities and take an active role in capture efforts.
Support Alutiiq's business development efforts through research, contributing to strategy development, taking the lead in drafting technical proposal sections and as a bid manager, and recruiting.
Represent Alutiiq in external business-development and technical events (as requested). REQUIRED QUALIFICATIONS AND EXPERIENCE: 10-15+ years of gradually increasing technical experience in the field of Monitoring, Evaluation, and Learning. With a full and demonstrable and full understanding of current MEL best practices and experience conducting field work in a range of OCONUS environments and locations.
Master's degree in international development-related subject areas (public policy, economics, political science, statistics, etc.).
5-7+ years of Technical Project Manager/Sr. Technical Advisor Experience with gradually increasing responsibilities and a demonstrated understanding of Project Management processes, artifacts and tools.
Experience working with US government-supported implementation projects or activities and/or working with directly or as a contractor with USAID and/or US Department of State.
Experience as a team lead or equivalent position on several MEL-related tasks, projects, and/or activities, in-person and virtual, including multiple teams across multiple geographic locations.
Author or co-author of several MEL-related deliverables, such as evaluation report(s), survey reports(s), and/or learning products. Experience with mobile data collection solutions and software, including design and data collection and analysis. Extensive experience with creating and/or revising and finalizing a range of MEL deliverables, including, but not limited to evaluation and survey reports; regular site visit reports; monthly and quarterly technical and management reports; PowerPoint presentations; and Scopes of Work, Inception Reports; Work Plans, etc. for MEL tasks and projects.
Experience with MEL-related business development activities, including knowledge of the USAID and DoS proposal environment; writing successful proposals for MEL-related products and services; MEL partnerships and networking activities and opportunities.
Must have an active Secret clearance.
Must be eligible to obtain Top Secret clearance
