Job description

Duties Serve as a consultant, manager, and technical expert on strategic innovation and incubation activities and processes for the Department of Air Force, overseeing efforts related to the Squadron Initiative Fund, Momentum Funds, and the Vice Chief's Challenge. Plans and executes initiatives in support of Project Morpheus and CSAF Strategic Studies Group (SSG) related to USAF Strategy, priorities, international initiatives and/or special projects of importance to senior leaders. Plans, organizes and oversees policy-shaping studies, briefings, proposals, and resolutions to senior Air Force leadership. Maintains a continuous liaison with other DAF Staff, Joint Staff, MAJCOM/NAF, CCMD, other service headquarters counterparts, and DOD offices to advocate and integrate USAF plans with other defense agencies. TERM Position Not to EXCEED 30 DEC 2030; position may be converted to a permanent position after at least 2 years of current continuous service. Must be able to obtain and maintain a Top Secret/SCI security clearance. Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. May occasionally be required to work other than normal duty hours. and/or Shift work may be required which may include overtime and/or irregular hours. Work may require travel away from the normal duty station on military and commercial aircraft. The incumbent must obtain, maintain, and use a government travel card. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) identifying new technologies and approaches to support strategic efforts and improve operational effectiveness and resiliency; (2) advocating for organizational interest by leading or participating in working groups, steering groups, meetings, conferences, seminars, etc.; (3) developing project timelines, budgets, and teams to resolve unprecedented issues; (4) leveraging relationships with commercial business, academia, venture capital and research centers to optimize strategic approaches and modernization efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of strategic planning concepts, processes, methods and techniques to direct and manage the planning and execution of strategic engagements in USAF, AF/CVK, staff directorates and major subordinate commands. 2. Knowledge of the application of a wide range of qualitative and quantitative analytical and evaluative methods and techniques relating to innovation, as well as improvement and assessment of complex organizational processes and systems. 3. Knowledge of pertinent laws, regulations, policies, and precedents that effect the fielding and adoption of technology and its support to the Air Force and other services. 4. Skill to plan, organize, and direct multi-functional, multi-organizational team studies and to negotiate effectively for acceptance and implementation of recommendations involving substantial resources and/or requiring extensive changes in established procedures or policies. 5. Skill in oral and written communication to conduct briefings to high-level personnel and to develop complex reports and documents for command-level planning and decision-making purposes. 6. Ability to present complex and controversial issues to senior leaders in Congress, Air Force, and Joint Service forum PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
