Job description

Overview Nakupuna Consulting is seeking a Strategic Planner to join our team of talented consultants providing professional services to NAVSEA PMS-317, who oversees a portfolio of weapon systems and capabilities within PEO Ships. This individual will work with a team to perform Strategic Planning functions across the portfolio of programs under PMS-317. Responsibilities The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons. Assist the PM and DPM in identifying, drafting and publishing the annual Program Office goals and objectives. Assist in the quarterly tracking and reporting of progress towards achieving the goals and objectives. Support the PM and DPM in creating and updating the Program Office mission and vision statements, and the long-range (5 year) strategic plan. Assist the Government in the preparation of draft responses to clarify or resolve critical, urgent, or emerging program issues. At a minimum, this includes performing studies and analyses, forecasting upcoming or recurring program events and recommending courses of action, and providing advanced draft deliverables to Program Office personnel in anticipation of program needs. Support requests for special studies and analyses through the consolidation and review of requirements and input, and the recommendations for further action as required. Provide analytical and management support including, but not limited to: organizational health assessment, strategic planning and measurement, program office surveys, roles and responsibilities, process documentation and improvement, team building, training and personnel development. Provide consultation and facilitation to design and implement a strategic management process that leads to individual, group, and organizational performance initiatives across the program office, and to clarify roles and responsibilities among individuals, groups, programs, and geographic locations Support the Program Office by developing and executing a communication strategy to identify and communicate messages - both internal and external to the organization - that articulate and educate diverse audiences about the mission, vision and goals. Strategic Communications support shall include but not be limited to: identifying appropriate communication tools (articles, White Papers, etc.) and matching them to key calendar events. The Contractor shall support the Program Office in developing a Communications Plan consistent with NAVSEA Public Affairs (00D) communication goals and objectives; assist in oversight of Program content placed on Government and Industry websites. Coordinate and manage the responses to media queries, as required; maintaining a history file of media-related materials. The Contractor shall build and maintain a fact file suitable for media release; liaison between the Program Executive Office (PEO), Program Sponsor, Assistant Secretary of the Navy (ASN) Research, Development and Acquisition (RDA), NAVSEA 00D, Chief of Navy Information (CHINFO), Navy Office of Legislative Affairs, and Industry as directed, which will include on-site trips to shipbuilding and event locations. Assist the Program Office in, drafting, editing, and disseminating public affairs products including but not limited to: magazine articles, press releases, multi-media products in support of public events and technical seminars (sponsored by various technical, Government, and Industry associations). The Contractor shall assist the Program Office in drafting, designing, and publishing special-event brochures or posters and assist in the research and acquisition of appropriate color photographs and graphics to augment textual matter and design when required by the Program Office. Assist the Program Office in drafting and publishing the Program Office newsletter. The Contractor shall conduct literature and product research related to Shipbuilding, Acquisition Support, and Naval history. Qualifications Skills/Qualifications: The ideal candidate possesses expertise and experience in Strategic Planning. The ideal candidate will have the following skills and experience: Good Communication Skills; Well Organized; Multi-Tasker Experience communicating with SES/Flag level personnel is desired. Demonstrated knowledge of DoD/ Navy program management, technical, or business management. Education and Experience: This position requires a bachelor's degree from an accredited institution in a Communication or Management field. Advanced Degree in Communication is preferred. 5+ years relevant experience in strategic planning Bachelor's degree required, master's preferred NAVSEA experience preferred Location: DC Metro Area Clearance Requirements: Must be a US Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation : Ability to perform repetitive motions with the hands, wrists, and fingers. The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $100,000.00 to $125,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
