Position Summary / Objective: KMS Solutions, LLC is seeking a highly motivated Senior Program Analyst to assist the Naval Sea Systems Command (NAVSEA) In-Service Strategic Submarines Program Office (PMS 396) in the Washington Navy Yard. This position is available immediately. Integrate with UK to understand and stay abreast of life cycle schedules, upcoming availabilities, DASOs, material requirements and maintenance philosophies.
Attend and lead DSWG (Design Support Working Group) which is a US/UK meeting to discuss lessons learned and programmatic status (to include alterations, obsolescence, contract tasking).
Attend, prepare, and present DSWG status to ISSWG (In Service Working Group) as needed. Lead/Assist with all technical and programmatic UK meetings to ensure alignment and meetings are goal focused driving accountability of actions.
Align with other organizations (e.g. SSP, SEA 05, SUBMEPP, Fleet, 396, TRFs, EB) as needed to ensure right participation to avoid stove piping.
Integrate with UK to define maintenance problem statements to best leverage US maintenance best practices.
Coordinate with TRFs when needed to align help on repair strategies of Common Missile Compartment components based on UK needs.
Assist and provided technical expertise with TDENT and TFR resolutions.
Maintain passport with the ability to travel to UK to support face-to-face meetings.
Provide professional advice on all matters related to planning, programming, budgeting, and execution of modernization.
Assist PAPM in various other duties to include program strategies, meeting attendance, brief preparation and delivery.
Supports DREADNOUGHT Through Life Support meetings to establish effective collaboration between the COLUMBIA build program and In-Service Support Service.
Research, collect, review, interpret, evaluate, and integrate data from multiple sources to ensure technical and programmatic resolutions of current US/UK fleet issues as well as incorporation into future strategic preparation/long term solutions for the SWSS US/UK program for adjudication of obsolescence, modernization. Required education and experience: Bachelor's degree in a related field such as Management, Engineering, Business, or Technical discipline.
At least 10 years of relevant experience. Preferred education and experience: Experience demonstrating ability to manage technical projects of large scope, size, and complexity in accordance with DoD.
Someone with a SSBN maintenance/life cycle background, strong nuclear experience, and possibly experience in the FMS mission and interface with other countries is highly desired. Competencies: Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
Excellent verbal and written communication skills, as well as presentation skills.
High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.

Ability to meet onsite presence requirements in Program Office workspaces in the Washington Navy Yard several times a week to support client meetings and interact with team members. While performing the duties of this job, the employee is regularly required to talk or hear. Excellent listening skills are essential. The employee frequently is required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms. Position Type/Expected Hours of Work: The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the "core" work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status. Telework: This is a Telework Allowed up to 40% position. Travel: Approximately 20% travel required with possibility of travel required to the UK.
