Job description

Overview This position is located in the Office of English Language Programs, Bureau of Educational and Cultural Affairs(ECA/A/L). The position supports the Office Director and Office staff in the administration and coordination of a variety of exchanges, programs, and material development. The purpose of this task order is to provide a professional service employee who will provide support to the Office of English Language Programs. It is expected that minimal training and direction will be required for this position. The workload will incorporate complex cases and material, as well as demand a strong capacity for problem-solving. The contractors assigned to the position will effectively manage a diverse and sophisticated workload and will be required to conduct a high level of liaison activities and relationship building. Responsibilities The Senior Program Officer (ETL) assigned to this Task Order will conduct duties and responsibilities including, but not limited to, the following: Under the general supervision of the Branch Chief, the incumbents: Performs a wide variety of duties necessary to assist planning and implementing exchange programs in coordination with regional bureaus, other bureau offices, program agencies, and posts. Performs relevant program planning and implementation for task/project completion and provides support for major organizational analysis, design and implementation of projects. Monitors and evaluates program design and effectiveness through consultation with grantees and review of required reports. Drafts, develops, solicits, reviews, edits and/or revises original online English language materials for teaching/learning English as a Foreign Language internationally for the USG web portal for English teaching. Develops and analyzes online ELT materials for possible acquisition for the web portal. Develops and maintains links with relevant academics, educational institutions in the US and internationally and USG elements regarding online materials. Maintains a close and highly responsive relationship with the office's day-to-day activities. Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor and ECA COR/Office supervisor (Deputy Director). Qualifications Must be a U.S. citizen Demonstrated experience in developing, reviewing, editing, and soliciting online materials from concept to finished product. This presupposes an up-to-date knowledge of the field, both with print and electronic offerings, and the ability to apply creative and innovative approaches to the unique needs of our audiences. Demonstrated skills in managing international exchange programs. Demonstrated skills in program administration, operating procedures, oversight and monitoring. Ability to interact with all nationalities in a culturally sensitive manner. Ability to learn and work with database applications. Facility with standard software, including the complete Microsoft Office Suite (Outlook, Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications and electronic outreach tools. Strong, timely and precise organizational skills and multi-tasking abilities. Strong critical and creative thinking and analytical skills. Strong written and oral communication skills. Strong ability to work independently, with minimal supervision, and multi-task in a high volume, fast-paced work environment. Strong ability to also have a flexible, team-oriented approach to work. Excellent ability to build and maintain strong working relationships with colleagues. Exposure to international educational and cultural exchanges, or other types of international programming or activities. Exposure to U.S. foreign affairs agencies and/or international organizations. Ability to obtain and maintain a security clearance at the Secret level. Overseas study or relevant overseas work experience is not mandatory but will be helpful. Minimum of an MA degree in TEFL, applied linguistics, or a closely related field and experience in teaching English overseas.
