Job Description: We are seeking expert level program management support to OPNAV N96C4 (Antiterrorism/Force Protection /Chemical, Biological, Radiological, and Nuclear CBRN) in applying mission associated concepts, policies, requirements processes, and program guidance for the overall integration, coordination and oversight of Navy's strategic goals and objectives for AT/FP. This Senior Analyst role will provide scientific and technical programmatic support as part of a multidisciplinary team of high-performance professionals supporting Navy's most vexing antiterrorism and CWMD challenges, and developing solutions to counter current, emerging, and future ATFP / CBRN threats. The selected candidate will support all related RDA activities on the various AT/FP / CBRN Defense programs including, but not limited to: CWMD efforts, biological and chemical hazard characterizations, risk assessments, and management of the resulting knowledge and data to enable informed decisions. Responsibilities include: • Provide team oversight, strategic analysis and well-integrated/coordinated support for the ATFP and CBRN Defense programs in accordance with Department of Defense program management and Acquisition oversight policies and strategies. • Review, develop, and update program specifications, guidance documents and technical documentation. • Prepare briefs, outlines, draft reports and publications and documentation to support Flag level technical and financial briefings/meetings and major milestone decisions. • Assist with the integration of program plans including milestone documentation and other plans and reports. • Assist in supporting Integrated Product Teams (IPT), special advisory boards, off-sites, working groups. Serve as Liaison to JPEO Chemical-Biological Defense (JPEO CBD), Program Executive Office Unmanned Small Combatants (PEO USC) Expeditionary Missions (PMS 480), NAVSEA04LR, NAVSEA05P, CBRN Survivability Oversight (CSOG) Working Group (WG), Combating WMD (CWMD) WG and the Protection Functional Capabilities Board (FCB). • Draft white papers, concept papers, technical reports, meeting summaries, or other material that document results meetings or analyses, and/or pertinent issues relating to Defense Planning Guide activities. • Participate in all acquisition processes involving modernization systems to include Joint Capabilities Integration and Development System (JCIDS) processing and Planning, Programming, Budgeting and Execution (PPBE) management of the Navy Surface Combat capabilities. • Provide inputs to Capabilities Development Documents (CDDs), CDDs in lieu of Capabilities Production Documents (CPDs), technical documentation, general specifications, INSURV or other trials, and issue adjudication technical correspondence, design criteria, design histories. • Review and/or develop acquisition strategies and plans. Communicate program objectives to key high-level officials and project officers in those organizations that support the programs. Drafts formal presentations and high level briefings (e.g., SECNAV, SECDEF) to support and defend programming proposals. • Provide recommendations to utilize new initiatives and best practices to improve areas within program management. • Maintain daily liaison with programs' Branch Head, Division Chief and N96C Senior Leadership. • Maintain a strong relationship and open communication with Program Offices and related government activities and industries under contract to the Program Offices. • Perform Total Ownership Cost evaluations. • Perform tradeoff studies and assessments. • Provide recommendations to respond to Congressional, DOD, other Government agency or industry inquiries. • Conduct feasibility, rough order of magnitude, and concept studies. • Participate in management meetings held for the purpose of deciding whether to modify or initiate a new program or project, to make suggestions for possible alternatives or options that should be considered before beginning modifications or to initiate action. • Provide recommendations regarding requirements and assists in the evaluation and impact determination of Analysis of Alternative Reports. • Monitor programs and projects to measure progress towards reaching objectives in an effective and economical manner. • Develop proposals for POM budget cycles. Identify, integrate and coordinate emerging and/or derived ATFP/CBRN requirements into the POM cycle. • Develop program performance metrics to include review and analyses of schedules, funding profiles, and fielding profiles. • Prepare and track Milestone documentation • Maintain and track internal and external taskers (ETMS2). • Participate in System Requirements Reviews and provide recommendations/resolutions to issues and actions. • Participate in Government/Contractor meetings as well as other interagency government meetings as required. • Attend conferences as the N96 Navy representative on all ATFP/CBRN related matters. • Provide expert level advice and guidance to program managers on development and defense of proposals for DoN, SECDEF, and congressional priorities, in the allocation of resources to operating programs in accordance with policies and constraints. Provide consultation to N96, OPNAV staff, and SECDEF on impact and risks for program/system changes on resource plans and requirements.
