Senior Integrated Master Scheduling (IMS) Specialist (15.18) OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology. Responsibilities and Duties OCT currently has an opening for a Senior Integrated Master Scheduling (IMS) Specialist to work with our federal client, the U.S. Customs and Border Protection (CBP) Acquisition Governance & Oversight (AGO) and Acquisition Support Directorate (ASD). This position reports to the Acquisition Support Directorate (ASD) Lead as well as the Customer Service Support Project Manager performing Project Planning and Control Support. This position is contingent upon contract award. Day to day responsibilities will include: Design, develop, and maintain Integrated Master Schedules (IMS) for federal government acquisition projects, ensuring that schedules are comprehensive, accurate, and align with project objectives. Apply project management principles to develop large and complex schedules, incorporating major milestones and deliverables from both vendor and government sources. Perform program schedule analysis, including assessing metrics, critical path, float, and schedule variance to ensure project timelines are met and identifying potential delays. Build and maintain a program-level IMS, ensuring it reflects all key milestones and deliverables, and accurately tracks progress against planned schedules. Monitor vendor schedule performance, analyzing weekly and monthly variances to ensure adherence to project timelines and address any discrepancies. Utilize project management techniques such as Gantt charts, PERT charts, milestone charts, and earned value management to gauge project progress and identify performance variances. Serve as a subject matter expert in scheduling, providing mentorship and guidance to program staff on scheduling best practices and techniques. Demonstrate proficiency with enterprise-level scheduling software, leveraging its features to enhance schedule management and integration. Propose and implement processes to improve integrated scheduling and enhance overall project management efficiency. Serving as the Office of Acquisition program/project scheduling subject matter expert (SME) and possess the expertise to assist with the development, maintenance and analysis of: Acquisition Program/Project Work Breakdown Structures (WBS), Integrated Master Plans (IMP), and Integrated Master Schedules (IMS). Supporting the development of program Work Breakdown Structure (WBS) and Integrated Master Plan (IMP). Supporting the development and maintenance of program/project schedules, including Integrated Master Schedules for complex acquisition programs in accordance with the Government Accountability Office (GAO) Schedule Assessment Guide. Evaluating schedules provided by contractors, other Agencies, and internal entities to ensure they meet project requirements and have sound logic. Designing and developing executive level schedule metrics and management reports. Developing and conducting training of scheduling standards, processes/procedures, and scheduling best practices. Generating project planning and control reports. Requirements:
Requirements: Must be a US Citizen. Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check. At least 10 years of demonstrated experience providing expertise similar to the responsibilities listed above. Bachelor's Degree in a related field aligned to the work outlined and the expertise required. Federal Acquisition Certification in Project/Program Management (FAC-P/PM) or equivalent is preferred. Demonstrated knowledge of PMBOK methodology. Possess expertise to conduct Schedule Risk Analysis (SRA), Critical Path Analysis, and other associated schedule analysis activities. Possess expert knowledge and experience in Microsoft Project. Possess expertise to support Earned Value Management and Performance Baseline analysis. Proven experience in designing, developing, and maintaining Integrated Master Schedules (IMS) for complex projects. Skilled in performing program schedule analysis, including evaluating metrics, critical path, float, and schedule variance. Experience in building and maintaining a program-level IMS, monitoring vendor performance, and utilizing various project management techniques. Expertise in using enterprise-level scheduling software and proposing processes to improve integrated scheduling. Ability to act as a scheduling subject matter expert and mentor program staff in best practices and effective scheduling techniques. Ability to interface with senior levels of management. Ability to recommend improvements to current and future team operations and processes. Ability to research, gather, and synthesize data. Ability to present conclusions and recommendations to management. Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports. Ability to plan / organize work. Have excellent oral and written communication skills. Ability to assist in maintaining the Microsoft SharePoint site. Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work). Benefits:
