Program Manager, USCG Foreign Military Sales (FMS) Ship Maintenance and Support Location US (Primary) Job Type Full-Time Education High School / GED How much will you travel if the job requires it? 0 - 25% Minimum Security Clearance Required Ability to obtain and maintain a U.S. Security Clearance Job Description LOCATION: Curtis Bay/Baltimore, MD SALARY RANGE: $130,000.00 - $150,000.00 Envisioneering has a position for a full-time Program Manager to lead our support of U.S. Coast Guard (USCG) FMS ship maintenance and technical assistance. In this capacity, the Program Manager will lead a diverse, multi-discipline team of Envisioneering and subcontractor personnel in the repair, maintenance, outfitting, and provisioning of ex-Coast Guard vessels being transferred to international partners under the Foreign Assistance Act. Oversight of maintenance, technical assistance, and training activities could extend to previously delivered Coast Guard vessels (both decommissioned and new construction) in the partner's country. The position would lead to opportunities for expanded breadth of responsibility and authority within the company. This position is contingent upon contract award. Provide program management support to plan for future USCG FMS ship transfers (primarily 210ft/270ft WMECs, 110ft WPBs, 87ft CPBs), develop provisioning/outfitting lists, conduct market research for sources of supply and obsolescent replacement parts, support Material Condition Assessments, Joint Visual Inspections, and provide other technical support to the USCG international Acquisition team. Provide port engineering expertise to manage the Envisioneering and subcontractor effort at the Coast Guard Yard (for initial ship transfers) or possibly TDY (notionally 2-week periods) in country to coordinate tiger team follow-on support of previously transferred USCG vessels. Collaborate with USCG International Acquisition staff, Cutter Transition Division staff, CG Yard personnel, and other contractors/subcontractors to provide program management/port engineering expertise to support ship transfer and ship maintenance activities to international partners. Tasks include, but are not limited to: Provide technical support/oversight, including project management, administration management, and supervision, during dry dock, dockside, and maintenance availabilities of ex-USCG vessels. Coordinate and oversee Integrated Logistics Support (ILS) services and procurement support of vessel spare parts and outfitting items. Coordinate and oversee training provided to the foreign crews that would enable them to operate and maintain the equipment and systems transferred under each project. Coordinate support services for the foreign crews, as necessary, in CONUS. Coordinate and oversee technical support services in-country, for previously delivered USCG vessels. Services include: industrial, commercial, technical, and logistic support and maintenance services for platforms, equipment, machinery, weapons/ sensors including, logistic development, repair/spares support, life extension programs management and obsolescence management. TRAVEL: 15%, with some international travel required. A passport will be required. Job Requirements MINIMUM SKILLS/QUALIFICATIONS: Minimum 5 years of program management and/or port engineer experience. Minimum 10 years of experience with maintenance/repair of U.S. Coast Guard cutters and patrol boats (or similar vessels). Experience identifying and quantifying program risks. Mastery of standard productivity tools such as Microsoft Office Suite in order to support system documentation efforts. U.S. passport is required, as this position requires some international travel. U.S. Citizenship status is required, as this position needs an active U.S. Government Secret security clearance . Applicants must have a DoD Secret clearance, current or at some point within 24 months prior to hire. Education : High school diploma or GED. Associate's or Bachelor's degree is desired but not mandatory.
