Job description

Marathon TS is looking for a capable, motivated Project / Program Manager - Senior to join a large-scale team to support and deliver project management and acquisition support for the Department of the Air Force (DAF), Administrative Assistant to the Secretary of the Air Force (SAF/AA) Concepts, Development, and Management Office (CDM). The services described below support CDM acquisition program management. We are seeking a qualified candidate to augment CDM's acquisition program management knowledge and experience requirements to organize and manage resources and personnel to accomplish DAF and CDM acquisition objectives effectively and efficiently IAW with Department of Defense Instruction (DoDI) 5000.02 policies and procedures. Functional Requirements: The Project / Program Manager - Senior shall plan, direct, and/or coordinate the operations. Duties and responsibilities include formulating policies, managing daily operations and planning the use of materials and human resources. Serve as the overall lead or director on contract and associated projects and as the principal liaison between the Contractor and the Government. The candidate ensures that all assignments associated with a Government-funded program or project is completed effectively, efficiently, on time, within budget and will provide updated technical, managerial, and contractual inputs to the Government. Support risk management and process improvement by developing risk mitigation strategies and documentation. The candidate shall participate in internal and external CDM meetings. The candidate shall develop and coordinate responses to internal and external program inquiries. Draft documentation (e.g., acquisition plans, requirements approval documents, justification and approvals, statement of objectives/statement of work/performance work statements, quality contract data requirements list, assurance plans, etc.); presentation materials (e.g., early strategy and issues sessions, acquisition strategy panel briefings, etc.); and prepare and coordinate, within CDM, staff summary packages to support acquisition milestone coordination and decisions. Develop Program Element Monitor (PEM) briefings, staffer briefs, and recommend to the Government language for annual Congressional Justifications Books. Work with other functional areas including financial management on PEM related activities (e.g., tracking, monitoring, and reporting of program element execution, contract actions, unfunded requirements, and necessary program metrics). Support development of program execution briefings and contract review briefings. Provide expertise with DoD systems and non-systems program management requirements and strategy development, acquisition strategies, project management tools, including Microsoft project or a similar scheduling program, and DoD risk management techniques. Support development and coordination of DoDI 5000.02 acquisition and sustainment or Services Category (S-CAT) level I through V milestone planning and reporting documentation.
