Overview Nakupuna Consulting is seeking a Program Management Office Analyst level IV-Public Affairs to support the NAVSEA 04 (Industrial Operations) Public Affairs Officer. This person will assist the NAVSEA 04 team across a broad range of activities to include strategic communications, professional writing, and public affairs taskings in direct support of the NAVSEA 04 executive staff. Responsibilities The following reflects management's definition of essential functions for this position. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons. Inform SEA 04' Leadership of relevant news articles, reports and events, draft and coordinate responses to media inquiries, including web queries. Assist in coordinating media interviews with SEA 04 leadership and coordinate preparation as necessary. Maintain archive of SEA 04 related media, engagements and bios on defense reporters. Draft press releases, questions & answers, speeches and talking points for SEA 04 leadership. Produce draft and/or update SEA 04 Fact Sheets. Review and provide comments on the accuracy of content in SEA 04 public web site and Team Ship's iNAVSEA site as well as SEA 04 iNFUSION sites. Coordinate and maintain historical archive of public release materials. Coordinate and draft journal articles and/or commentaries for publication in defense trade press. Draft technically based briefing point papers, critical issues papers and strategic concept documents tailored for a general or specific audience. Provide critical research and analysis of technological, financial and political issues and trends that is likely to influence SEA 04' programs. Maintain an event calendar aligned to the annual OPNAV budget cycle and important activities of interest to SEA 04. Identify and track Naval/maritime/joint expositions and symposia in the United States and allied countries for possible SEA 04 participation. Support development, production and distribution of symposia materials and briefings for SEA 04 leadership. Maintain historical files for standard slides and briefs used throughout the organization. Keep updated with internet and social media's evolving trends and emerging technologies relevant to search engines and directories and ensure SEA 04 public affairs initiatives are appropriately represented. Research and prepare responses to Freedom of Information Act (FOIA) requests ensuring compliance with applicable DOD and Navy policies related to appropriate release of information. Website Configuration Management and Support Assist in ensuring compliance with web site policies and procedures as set forth by NAVSEA, the Secretariat, U.S. Navy Office of Information (CHINFO), etc. as well as internet security precautions. Assist in enforcing SEA 04 web site policy and procedures and update when appropriate. Assist in ensuring compliance with Web Accessibility Initiatives (WAI) as set forth by the Federal Government's Section 508. Interact with NAVSEA security, SEA 04 security and IT group for classified and sensitive data as well as Local Area Network (LAN) connections and updates. Coordinate with SEA 04 program managers to discuss potential unclassified content for web access as well as approval requests for submissions to the public. Monitor and receive incoming web site emails. Ensure liaison with DOD, Secretariat and OPNAV staff offices responsible for digital dissemination of information via internet, intranet, local area networks, and wide area networks. Register Uniform Record Locators (URLs) with the major search engines periodically verifying status and re-register when required. Maintain and update search engine database. Promote URLs so that published files can be ported to various platforms and directory tress with maximum ease. Maintain connection with defense link site and Government Information Locator Services (GILS) database for search engine response and viewership. Track and monitor link connections to related DOD sites. Collect, create and analyze data associated with the usage/viewership of the web site generating monthly site analysis reports for SEA 04. Manage and organize all electronic internet and intranet files for submission and backup, in addition to initiating changes and updates to already posted content. Perform net mechanic tests, search engine tests for visibility and top order ranking, link popularity checks, diagnostic checks, and troubleshooting page and server errors. Perform periodic site monitoring, checking referring pages, URLs publications, and external and internal links, to maintain browser free errors. Keep updated with internet and social media's evolving trends and emerging technologies relevant to search engines and directories. Maintain awareness of Navy and DOD policies related to posting content. Explore and integrate new technologies into the web environment. Maintain cross-platform and cross-browser compatibility so that the web site is accessible from a variety of different environments. Maintain the desired 'look and feel' of the SEA 04 internet and intranet web sites, presenting a consistent visual image promoting uniform fonts, formatting, icons, images, layout techniques, and modularization. Perform web page designs and redesigns implementing SEA 04 desired outcome. Qualifications Skills/Qualifications: The ideal candidate possesses expertise and experience in NAVSEA, specifically supporting senior military and civilian personnel. The ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities: Demonstrated knowledge of and experience with DoD public affairs protocols, Congressional inquiries, and drafting/coordinating legislative responses at the Flag Officer/SES level. Education and Experience: The following are desirable levels of experience: Bachelor's degree in any managerial or business discipline required. Technical writing or public affairs experience in DoD preferred. Minimum of ten (10) years of professional experience with DoD/Navy public affairs or similar fields is preferred. Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance. This position requires 5 days a week on site at the Washington Navy Yard. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation : Ability to perform repetitive motions with the hands, wrists, and fingers. Ability to engage in and follow audible communications in emergency situations. Ability to sit for prolonged periods at a desk and working on a computer. The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $112,000.00 to $142,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
