Job description

Duties Leads a team of senior analysts, under the Director and responsible to the Director DCS Studies Group and the DCS, Operations (AF/A3), in the program management, research and coordination of issues concerning and involving the Department of Defense from the integration of Information Operations perspective, ensuring regional analysis, policy formulation, program requirements, strategy development and oversight, and coordination of sensitive pre-decisional strategic analysis. As the Senior Program Analyst, leads a team of interagency personnel who develop and present studies and material solutions to senior government decision-makers regarding issues with coordinated and integrated options to achieve a wide of range of strategic military goals and objectives associated with classified projects and programs concerning strategic information, influence, and traditional operations strategy, including cyber-enabled information operations. Leads the production of periodic reports to inform the DCS, Operations (AF A3) among others, as appropriate, for summary and explanation purposes. Employee must be practiced and experienced in dealing with mid to senior-ranking military and civilian officials and able to utilize tact and diplomacy on all occasions. Employee must be willing to travel; must be willing to travel by military or commercial air; and employee must maintain a current passport. Majority of work is performed in an office setting; however, the position will require official travel, both within CONUS and overseas. A background in Military or Political Science, International Affairs or National Security and Strategic Studies is desired. Military education level I (War College) is desired. Drug Test requirement was modified to comply with AFI 44-107 Air Force Civilian Drug Demand Reduction Program, 7 April 2010. The employee may be required to submit to a counterintelligence scope polygraph. This position is a designated national security position. Qualifications Conditions of Employment Continued: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My experience includes intimately familiar with strategic planning, influence operations, and the U.S. Intelligence Community- its structure, component agencies' missions, roles, responsibilities, reporting, strengths/ weaknesses, and product lines, and collection systems; extensive, demonstrated knowledge and experience with strategic planning processes, influence campaign design, critical analysis, consensus building, as well as the application and integration of national military power in protecting the U.S. and its interests abroad; demonstrated ability to lead cross-DOD and interagency planning efforts for complex unilateral or DOD-led projects with the interagency, taking into account a diverse and sensitive range of planning considerations and equities and ensuring that the activities can be successfully completed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of safety and security regulations, practices, and procedures; Ability to plan, organize, and direct the functions and staff of a small to medium sized organizations; Ability to exercise judgment in accepting the restrictions of anonymity; Possesses a variety of keen analytic skills - reasoning, communicating, abstracting, and problem-solving. Intimately familiar with strategic planning, influence operations, and the U.S. Intelligence Community- its structure, component agencies' missions, roles, responsibilities, reporting, strengths/ weaknesses, and product lines, and collection systems. Extensive, demonstrated knowledge and experience with strategic planning processes, influence campaign design, critical analysis, consensus building, as well as the application and integration of national military power in protecting the U.S. and its interests abroad; Extensive and demonstrated ability to plan and coordinate the integration of existing and emerging military technologies, strategies, policies, regulations, directives, instructions with existing or emerging interagency capabilities and authorities to accomplish operational or strategic goals and objectives. Demonstrated ability to develop innovative and flexible solutions for complex cross-organizational / planning community issues; takes initiative and makes key contributions to group efforts; Extensive knowledge and experience with the mission, charter, roles and responsibilities of the strategic planning community and the interrelationships between Department of Defense components and other Executive Branch Departments and agencies. Demonstrated interpersonal, organizational, and problem-solving skills, including a demonstrated ability work effectively and efficiently both independently and in a team or collaborative environment; Demonstrated ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, senior-level decision makers, policymakers, and other USG officials in the Intelligence and Operations Communities. Demonstrated ability to lead cross-DOD and interagency planning efforts for complex unilateral or DOD-led projects with the interagency, taking into account a diverse and sensitive range of planning considerations and equities and ensuring that the activities can be successfully completed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
