Program Analyst, Race Ethnicity and Social Inclusion This position requires an active Secret clearance. The candidate supports race, ethnicity, and social inclusion activities, assisting the government lead, Deputy Director, and Director of WHA/PPC. Their role involves providing programmatic, research, and administrative support for country-specific activities, cross-border programs, and regional initiatives. Compensation & Benefits: Estimated Starting Salary Range for Program Analyst, Race Ethnicity and Social Inclusion: $119,117.94 Annual Pay commensurate with experience. Program Analyst, Race Ethnicity and Social Inclusion Responsibilities Include: Additionally, they facilitate civil society and private sector engagement, with specific responsibilities including: Expertise & Policy Development: Provide subject matter expertise in race, ethnicity, and social inclusion policy and program development. Support activities that promote the rights of targeted populations. Documentation Support: Prepare signature-ready materials for the government lead, including briefings, reports, agendas, and meeting notes. Draft and obtain clearances for background papers and reports for senior Bureau leaders. Communication Strategy: Collaborate with the government lead to develop PPC's communication strategy on race, ethnicity, and social inclusion. Manage social media, website content, mass emails, newsletters, and outreach events with civil society and WHA Posts. Research & Analysis: Conduct research and data analysis, presenting findings through PowerPoint presentations, briefings, and written reports to inform data-driven decision-making by PPC and Bureau leadership. Logistical Support: Participate in committees and meetings related to gender-based violence programs. Provide logistical support for events, including coordination of volunteers and venue management. Event Coordination: Organize and facilitate Department of State events focusing on social inclusion, human rights, democracy, and labor rights. Stakeholder Engagement: Liaise with civil society and the private sector, addressing inquiries and compiling government input for complex issues, providing recommendations to leadership. Grant Recommendations: Coordinate with the Strategy and Resources Unit to offer recommendations for Bureau participation in grant reviews, including $3 million in Gender-Based Violence grants. Portfolio Support: Assist with democracy, human rights, international religious freedom, and labor portfolios, coordinating clearances on related reports. Monitoring & Assessment: Monitor political, economic, and security developments in the Western Hemisphere, providing assessments and analyses to support coordinated U.S. government policy recommendations. Performs other job-related duties as assigned. Program Analyst, Race Ethnicity and Social Inclusion Experience, Education, Skills, Abilities requested: Education: Required: Bachelor's degree from an accredited institution in a relevant field such as International Studies, International Affairs, Development, Human Rights, Social Justice, Minority Rights, or a related program. Preferred: Master's degree from an accredited university in a related field. Experience: A minimum of four years of combined work experience in international affairs, including roles with NGOs, U.S. embassies abroad, the Fulbright Program, or in support of minority or vulnerable populations and human rights initiatives. Candidates with a Master's degree may substitute two years of experience for this requirement. Technical Skills: Proficient in research and analytical methods to validate, evaluate, and interpret information from diverse sources. Strong proficiency in Microsoft Office Suite for creating professional documents. Project Management: Experience in developing, implementing, and interpreting metrics to measure project performance against expected outcomes. Ability to manage multiple tasks, coordinate activities across various locations, and work effectively in a multi-cultural team environment. Communication Skills: Excellent verbal and written communication skills in English, with the ability to prepare analyses, recommendations, official memos, cables, and reports. Strong analytical thinking, attention to detail, and critical thinking abilities. Work Style: Ability to work independently, assess priorities, and coordinate daily tasks with minimal supervision. Language Proficiency: Proficiency in reading and speaking Portuguese or Spanish.
