Job description
These support position(s) will assist as assigned, amongst high levels of service to and for CARE Overseas Leads, Coordinator(s), Program and Contracting directives contributing to all CARE initiatives, providing oversight and operational assistance, supporting their Washington headquarters and all noted initiatives as assigned. As essential support, he/she will work and reside within the CARE DC headquarters/ in Rosslyn Virginia local and must require some background and qualifications entails some knowledge of international technical and finance goals related to collaborating with government and contractor resources that support the USCG's overall mission(s) and operation(s) here in DC, as well globally. Candidates must be able to assist and exist as assigned and required as a focal point to the USCG where needed to its counterparts, and resources located Domestically and Overseas. This position may entail travel (TDYs) to platforms, meetings domestic and possible abroad. ALL travel domestic or otherwise is preapproved only and as needed. Additionally, the platform support should have the expertise with creating plans, objectives, to resolve problems that may arise at platform(s) as made known to the CARE DC headquarters. The platform support is also expected to overall assist, sometimes help manage as assigned by CARES Leads and Coordinator(s) with contributing to the development of the basic policies and guides which are furnished to the Government for developing its project proposals and all ongoing CARE initiatives. He/She reviews and analyzes platform proposals and formulates and recommends programs and projects that encompass the total scope of operations at the platform. This requires examination of the total platform program from the point of view of the following: (1) its applicability to critical activities, (2) program balance, (3) ability of CARE to provide support at the platform, (4) absorptive capacity of the platform's resources, and (5) the accuracy and reasonableness of cost estimates. Minimal assist CARE Manifest Team Lead withs operational oversight of the logistics contractors' air and ground operations to ensure the contractor achieves the CARE mission needs and operational objectives. The platform support collaborates with all other interested Government agencies at each major step in the program process to make certain that the platform program is consistent with CARE foreign policy objectives. He/She may support the negotiation of agreements to conduct CARE's overall program objectives for all its platforms. He/She may be called upon to assist with the review of proposals submitted by the platform leadership and is responsible for justifying them to other segments of the CARE DC headquarters. In all the activities described above, he/she works will be required to closely work with the CARE Operations team(s) to assist with creating an overall successful mission for SCA/CARES. Additionally, the platform support team may be responsible for the continuing review and evaluation of the platform programs in relation to their effectiveness as follows: (1) supporting CARE and policies and objectives to include changes where they apply. (2) in meeting the needs and requirements of the platform. He accomplishes this through review of progress reports, statistical data, and material emanating from the platform or from other sources within the platform. (3) Will do so through discussion with platform personnel via consultation in Washington DC, and through assigned and official trips (TDY) to platforms as approved by the coordinator for purposes of collaboration, inspection, and review. (4) He/ She when required will provide advice and assistance to alert the platform director with noticeable problems internal to overseas platform management, staffing, and operations. (5) He/She when required will also, assist the Directors Platform leads, and Coordinators with specific assignment such as helping to track and control and inform to make sure the platforms are receiving adequate management support as needed from the DC headquarters offices. (6) The support team may also be asked to assist with the review of queries conducted by Congressional groups, evaluation teams, the General Accounting Office etc., drafts responses, and recommend and follows up on appropriate corrective action to strengthen operations or staffing, change program emphasis. Education: Four-year degree from an accredited college or university Credit may be given for the sum of life experiences and specific credentials noted below: Experience: 10+ years in federal programs as a Desk Officer Specific experience in conflict zones, and high threat areas Specific experience with large complex facility operations and life support Credentials: At Minimum One or more of these credentials would be helpful, but not required: COR Level 3 - Department of State or equivalent experience from another federal agency PMP - Program Management Professional (PMP) FAC - Program/Project Management (FAC-P/PM) FAC - Contracting (FAC-C) FAC - Contracting Officer's Representative (FAC-COR) DOD/DOE/DHS Certifications associated with GS Job Series: 1102 - Contracting Officers/Contract Specialists 1103 - Personal Property 1105 - Purchasing 1102/1109 - Certification in Financial Assistance
