Serco is seeking a Senior Military Analyst for a NAVSEA program to assist in developing and maintaining Microsoft Office based products to manage data related to LHA/LHD ship class modernization and sustainment operations. The Senior Military Analyst performs assignments for LHA/LHD Ship Class modernization, including data collection, compilation, and analysis. Anticipates future requirements and assists in evaluating plans for various projects or program activities to meet requirements. Applies professional talents and subject matter expertise toward development and support of budget modeling and briefing materials, budget tracking and reporting; you will be directly responsible for oversite and management of LHD/LHA amphibious assault ship program on behalf of NAVSEA PMS 321 Class Manager In this role you will: Provide cost projection, budget, and schedule for future year alterations, updating Financial Snap Shots (FSS), Poker Chip and Fielding Plan updates, Presidential Budget (PB) submissions, DON budget submission and Plan of Action and Milestones (POAM) discussions and submissions. Establishes new data collection procedures for specific programmatic activities and evaluation ensuring the program meets financial and programmatic benchmarks. Manage LHD/LHA program financials and Navy Appropriations, such as, Operations & Maintenance (O&M, N) and Operations & Procurement (O&P, N) ensuring funding is executed and programmatic benchmarks are being met. Communicate weekly with multiple Warfare Centers, ensuring alterations are funded, risks are mitigated, TPS submissions are captured, and requirements are within budget. Professionally interfaces with Government civilians to provide informed briefs on the status of financial appropriations for the LHD/LHA program. Responsible for evaluating program activities and constructing executive level briefing material to report programmatic statuses to key government and private sector stakeholders. Monitor and assist in the execution, updating, and projecting of program financial funds and records. Work closely with Business Financial Manager (BFM) supporting the execution of funds under the LHD/LHA Modernization and Sustainment program. Ensure a smooth flow of communications, time commitments, and special projects for the modernization program and class ship managers along with fleet stakeholders. Conduct analytical studies with Cost Model team in drafting POM (Program Objective Memorandum) papers, Final Snapshot updates (FSS), PB (Presidential Budget), DON (Department of Navy) budget submissions to successfully plan and program alterations for future installs ensuring the program is within budget. Assist in preparing or coordinating the preparation of Microsoft Office based products. Attend meetings, draft written reports, and provide recommendations. Qualifications To be successful in this role, you must have: An active Secret security clearance is required. Bachelor's degree plus 2 years relevant work experience. In some cases, educational requirements may be adjusted or waived for more than 5 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving modern technology or labor market shortages as reflected by market survey data. Experience with Navy ship alterations and/or maintaining ship alterations planning and scheduling. Former enlisted or junior officers with Navy shipboard maintenance and modernization experience are encouraged to apply, as are former government service/contractors with Navy shipboard maintenance and modernization experience. Experience with Navy appropriations, such as, Operations & Maintenance (O&M, N) and Operations & Procurement (O&P, N) Ability to prioritize and complete assigned tasking and represent Military and Government leaders at technical meetings.
