Aitheras is seeking a Management Analyst to join our Washington, D.C. team on an active multi-year contract. This position reports to the Sr. Program Manager and is responsible for carrying out a variety of operational and technical writing assignments in support of the DHS S&T legislative support division. This includes performing legal research, gathering, preparing, and summarizing relevant materials for use by policy makers and other legal counsel. This Position will enable the management analyst to work cross functionally, to build and maintain relationships/partnerships across the political party landscape. Main Duties include:
• Advance Legislative Priorities
• Develop and advance S&T's legislative priorities and other key issues. • Develop strong and collaborative relationships with federal agencies, partner organizations, coalitions, legislators, and congressional staff on both sides of the aisle, and other stakeholders to advance shared goals. • Identify policy opportunities related to S&T's issue portfolio and make recommendations regarding policy positions and messaging. • Develop materials for lawmakers, the public, DHS leadership and the media to help advance our campaigns, including opinion editorials, press releases, letters to the editor, action campaign emails, fact sheets, bill summaries and policy briefs, regulatory comments, analyses, and presentations. • Prepare DHS Leadership to advance S&T priorities and address research and development challenges through community engagement with key stakeholders. • Conduct research to enable S&T to stay current and anticipate key issues and activities relating to the key priorities of the Department. • Analyze research and developments reports and information from engagements with external organizations including but not limited to professional, private sector, academic and not for profit associations, consortia, universities, thinktanks, and others to determine opportunities and issues. • Collaborate with S&T directorates to identify projects, programs and engagements that can be leveraged to positively advance S&T priorities. • Provide weekly updates including but not limited to deliverable reports, PowerPoint presentations and briefings to designated S&T leadership on research and analysis, advocacy strategies, metrics, results, and recommendations for partnerships. • Develop a landscape analysis that identifies projects, programs, and functions to address new priorities, their planned implementation and impact, the level of investment and potential key stakeholders and partners. The report includes a snapshot of current activities and continuous tracking of S&T activities, assesses impacts and partnerships that can be used for multiple purposes including Executive briefings, Congressional testimony, and general communication such as the development website content, press releases, and other means of publicizing S&T's leadership and impact. • Work with the Communication and Outreach Division (COD), Office of Legislative Affairs (OLA), Strategy Planning Office (SPO) & OSEA to improve the coordination and tracking of S&T stakeholder activities in Congressional meetings and testimony; Executive meetings and presentations; and DHS leadership, interagency, and external partnership meetings and briefings. • Provide S&T stakeholders with background information and briefing focus and strategies in preparation for engagement activities. Basic Qualifications:
• Educational background or required level of experience (5-6 years) in management analysis. • Educational Background or experience in any of the following: • Business process reengineering
• configuration management • quality control/assurance • organizational performance assessments • mission analysis • strategic planning Preferred Qualifications:
• Knowledge of or experience with DHS policy makers
• Ability to write high level persuasive material
• Background in economics or law
