Arlington, VA, US Salary Range: $110,000.00 To $130,000.00 Annually QED Systems, LLC, is currently recruiting for a Management Analyst, Infrastructure Risk Management to join our team at the Pentagon, Arlington, VA to support our HQDA G-3/5/7 Support Services contract. Duties: Provide support to the HQDA Infrastructure Risk Management / Mission Assurance (MA) team by developing and staffing through the ARSTAFF, for validation, the asset level Mission Impact Statements (MIS) for Army Task Critical Asset (TCA) and Defense Critical Asset (DCA) candidates.
Conduct MA proximity analysis of Committee on Foreign Investment in the United States (CFIUS) case reviews in support of ASA (ALT).
Coordinate with government stakeholders to analyze and provide a structured framework to assist the Army with Infrastructure Risk Management / MA related education and training for senior decision makers, program managers, and senior staff officers.
Provide analysis and written recommendations in coordination with MA community on Army energy vulnerabilities associated with their identified critical infrastructure to advance Energy Security discussions in relationship to Army MA Defense Critical Infrastructure (DCI).
Provide data management for the MA equities related to the Strategic Mission Assurance Data System (SMADS), Mission Assurance Risk Management System (MARMS) and/or other systems approved for maintenance of defense critical Infrastructure data.
Contribute to the development of supporting technical documents, review supporting technical documents, and attend conferences related to assigned requirements.
Apply Department of Army (DA) written correspondence standards when drafting internal and external communication documents to support and communicate MA findings as needed to Army leadership and Office of the Assistant Secretary of Defense (OASD) and provide supporting documentation in support of MA meetings and conferences such as the MA SSG, MA Executive Steering Group (ESG), and the ERWG and other related MA forums as required.
Attend/support all MA meetings, VTC's when required, and provide written EXSUMs 24 hours post meeting.
Support client advocacy for MA initiatives in support of the Army's most critical, high-risk resources.
Analyze MA programs across all ACOMs to ensure database fields are current and accurate.
Analyze and provide written recommendations aligning HQDA Army Protection Division MA efforts to meet Federal and DoD requirements.
Analyze and provide written recommendations for the integration and synchronization of critical infrastructure protection functions across all ACOMS, ASCC, and DRUs to assist with integration of functions and technologies, requirements, goals, and objectives to establish and maintain a common operational practices.
Provide analytical support for the development and publication via ALARACT of the biennial Army Prioritized Protection List (APPL).
Coordinate the Annual MA Workshop, develop the Agenda and Attendance Roster and incorporate Army MA training requirements.
Provide staff support for administrative functions to ensure accurate and timely responses (incoming and outgoing) to SACO and JACO office tasking, routing, tracking, and updates including the development of the Form 5 documentation within the TMT. Required Skills & Experience: Must be able to work within Government-provided software packages including MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel. Require minimal supervision in the fast-paced, critical environment of the Army Headquarters. Proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool). Experience with coordination and synchronization at Senior Army, OSD, Joint Staff, or ASCC and Major Commands levels. Able to support development of analysis, recommendations, and staff Senior level information, coordination and decision documents and materials.
Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations. Must be able to clearly articulate analysis through both oral and written communication. Ability to focus on Mission requirements while tracking multiple competing priorities. Required Clearance: ACTIVE CLEARANCE LEVEL REQUIRED: TS/SCI Qualifications: Master's degree required.
At least seven (7) years of related experience. Travel: Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations. Work Environment: This position will be co-located with the customers and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).
