Hybrid - 3 days per week on-site Nationwide IT Services (NIS) is seeking a Management Analyst II to support the Department of Health and Human Services (HHS) Office for Civil Rights (OCR) Health Care Fraud and Abuse Control Program (HCFAC) in obtaining highly skilled management analyst personnel to help prevent and detect health care fraud and abuse by using data analysis, enforcement actions, and partnerships. The candidate will support the efforts of the Director, of the Office for Civil Rights. The Health Care Fraud and Abuse Program is located in the Office for Civil Rights within HHS. The HCFAC program was established in 1997 to fight against healthcare fraud, waste, and abuse and coordinates with the Office of Inspector General (HHS OIG), the Centers for Medicare & Medicaid Services (CMS), and the U.S. Department of Justice (DOJ). Duties and Responsibilities: -Provide mission support and policy analysis services in developing case-related guidance for front-line investigators and make recommendations regarding operations to ensure consistency in compliance activities and application of policies. -Makes recommendations to the HCFAC Managers about the findings and disposition of cases and compliance reviews. -Provides mission support, policy, and regulatory impact analysis (RIA) on issues of policy, impact of administrative rules, compliance, and enforcement mechanisms. -Conducts and analyses HHS program-related research implicating the office's mission and makes recommendations for processing. -Provides outreach activities, such as outreach to stakeholders, media relations, and special initiatives, in support of OCR's / HCFAC mission activities, program goals, and strategic objectives. Minimum Requirements: - Minimum educational experience is a bachelor's degree from an accredited university or specialized experience equivalent to the GS-13/14 level in the Federal Government. -Must have a background in disability issues (understanding diagnosis and capabilities and limitations) and an understanding of the Olmstead Act is preferred.
