Job description

Duties This incumbent will serve as a Targeting Analyst assigned to the Identities Analysis Branch within the Homeland Identity Intelligence Center (HI2C), DHS Office of Intelligence and Analysis (I&A). In this capacity, the incumbent will provide direct support and expertise focusing on identifying and assessing activities related to the screening, vetting, and targeting of nefarious actors. Responsibilities include, but are not limited to, developing, and creating operational lead and targeting assessments, conducting comprehensive travel and link analysis of individuals and networks, and producing analytic products concisely outlining key research findings for DHS and Intelligence Community (IC) customers. The incumbent may be expected to represent I&A on working groups, in meetings and briefings with functional or multi-disciplinary emphasis aligned to the Identities Analysis Branch's mission. The incumbent may be required to deploy to various locations-CONUS and OCONUS-and work alongside operational partners to provide onsite screening and vetting, intelligence, and subject matter expertise to enable and drive their operations. Strong analytic and/or network development skills are highly desirable. Mandarin or Russian language skills not required, though highly encouraged. Will perform other duties as assigned. MAJOR DUTIES Providing timely, accurate, and actionable intelligence analysis to inform operational decision-making in support of Homeland Security border screening operations, often in time-constrained environments. Performing all-source tactical, operational, and strategic analysis-via multiple specialized tool suites, shared technologies, and datasets-consisting of numerous leads, tips, and other products as required in a variety of formats and at multiple levels of security classifications. Communicating analytic results in both formal and informal briefings or written reports on topics or matters relating to homeland security, or other national intelligence or DHS missions to counterparts and high-level officials throughout our partner intelligence and law enforcement community Departments and Agencies. Performing other duties as assigned. Requirements Conditions of Employment Must be able to hold a TS/SCI Security Clearance. Must be a U.S. Citizen. This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime. Overtime may be required in response to a significant event. Qualifications Specialized Experience: To qualify for the maximum GS 13 level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Other grade offers will be dependent upon relevant education and experience as assessed. Expert knowledge of identity intelligence, screening and vetting, and/or targeting analysis and production techniques, procedures, and regulatory guidance, plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate knowledge to support the conduct of Departmental-wide activities. This knowledge is used to conduct research and analysis using automated systems, national and departmental level databases, and open-source information. Mastery knowledge and use of a wide range of qualitative and/or quantitative analysis methods and specialized technical tools to conduct directed searches, link analysis, and/or temporal and spatial analysis of patterns of activity. Expert knowledge of foreign organizations, perceived activities, and capabilities of traditional and nontraditional foreign intelligence threats to DHS equities. Uses comprehensive knowledge of these threats, and general knowledge of security, law enforcement, and other security administration programs to support the homeland security mission. Extensive knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships, plus a thorough knowledge of DHS data, data systems, and tools. Ability to communicate complex ideas both in writing and verbally to formulate and present findings, assessments, briefings, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Incumbent must possess strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers. Coordinates with intelligence and law enforcement counterparts for intelligence fusion and situational awareness of traditional and nontraditional intelligence activities for both general awareness and for potential DHS jurisdiction. Education: Substitution of education in lieu of specialized experience may not be used for this grade level. To Qualify for the GS-12 Level, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal Service, or comparable experience not gained through Federal Service. For this level, specialized experience is defined as: Extensive knowledge of identity intelligence, screening and vetting, and/or targeting analysis and production techniques, procedures, and regulatory guidance plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate knowledge to support the conduct of departmental activities. Knowledge of research and analysis techniques and procedures and skill in using automated systems, national and departmental level databases, open-source information, and specialized technical tools to conduct directed searches, link analysis, and/or temporal and spatial analysis of patterns of activity. Knowledge of foreign organizations, perceived activities, and capabilities of traditional and nontraditional foreign intelligence threats to DHS equities. Extensive knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships, plus a working knowledge of DHS data, data systems, or tools. Ability to communicate moderately complex ideas both in writing and verbally to formulate and present findings, assessments, briefings, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Incumbent must possess strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers. Education: Substitution of education in lieu of specialized experience may not be used for this grade level. To Qualify for the GS-11 Level, you must possess two or more of the following: Knowledge of identity intelligence, screening and vetting, and/or targeting analysis and production techniques, procedures, and regulatory guidance, plus a understanding of how regulatory or enforcement programs are administered to select and apply appropriate knowledge to support the conduct of departmental activities. Knowledge of research and analysis techniques and procedures and skill in using automated systems, national level databases, hard copy studies, open-source information, and specialized technical tools to conduct directed searches, link analysis, and/or temporal and spatial analysis of patterns of activity. Knowledge of foreign organizations, perceived activities, and capabilities of traditional and nontraditional foreign intelligence threats to DHS equities. Strong knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships, plus a basic knowledge of DHS data, data systems, and tools. The ability to communicate moderately complex ideas both in writing and verbally to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Incumbent must possess strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers. To Qualify for the GS-9 Level, you must possess one or more of the following: Ability to perform a variety of identity intelligence, screening and vetting, and/or targeting research assignments with emphasis on factfinding and analysis. Knowledge of analytical and evaluative techniques to the identification, consideration, and resolution of research issues or problems of a procedural or factual nature. The issues or problems dealt with are readily observable conditions covered by written guidelines or research/analysis of information of a factual nature. Ability to apply conventional methods to gather, analyze, and evaluate information concerning intelligence research processes; draw conclusions; and recommend appropriate action. Basic knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships, plus familiarity with DHS data, data systems, and tools. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. To Qualify for the GS-7 Level, you must possess one or more of the following: Knowledge of the basic principles, concepts, and methodologies used in identity intelligence, screening and vetting, and/or targeting research, and knowledge of the basic workings and mutual interests of the intelligence community. Basic knowledge of principles, concepts, policies, procedures, regulations, and terminology to perform a variety of research assignments with emphasis on factfinding and analysis. Ability to learn the operation of DHS and IC data systems. Basic knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships.
