Job Title: Human Capital Senior Transactions Specialist - (Contingent Upon Award) Location: Washington DC
Job Type: Full-Time
Start Date: Contingent upon contract award Job Overview: We are seeking experienced Human Capital Senior Transactions Specialists to support personnel action processing, payroll, and onboarding functions for a potential new project. In this role, you will ensure accurate and timely processing of employment documents, guide selectees through the onboarding process, and provide advisory services on a wide range of human capital transactions. This position offers a unique opportunity to work with a diverse team, utilizing your expertise to ensure compliance and efficiency within a federal setting. Essential Duties and Responsibilities: Input and verify employment documents using USA Staffing for onboarding new hires.
Create and update personnel reports for auditing, program, or special project needs.
Research and resolve complex pay and personnel policy questions.
Explain Human Capital Transactions program requirements to managers and provide advisory services.
Guide new hires through the onboarding process, ensuring all forms are complete and compliant.
Review and process personnel forms for accuracy, follow up on missing items, and verify personnel actions in the National Finance Center (NFC) database.
Ensure compliance with federal regulations by properly processing SF-52s (Request for Personnel Actions) and SF-50s (Notification of Personnel Action).
Conduct new employee orientations, including presenting information, completing paperwork, and offering one-on-one counseling.
Coordinate release dates and prepare offer letters and employment-related correspondence.
Provide advice on grade retention, pay retention, promotions, and other pay-related matters.
Utilize NFC, EmpowHR, Epic, eOPF, GRB, USA Staffing, and other human capital systems to manage and track personnel actions.
Work closely with Human Capital Talent Acquisition Specialists to recruit and fill positions, providing input on hiring authorities and recruitment strategies. Qualifications: Minimum Knowledge and Skills:
Strong knowledge of coding and processing personnel actions, including Standard Form actions with Nature of Action codes, tenure, probationary periods, and legal authorities.
Proficiency in USA Staffing, including Selection Manager and Onboarding modules.
Experience with NFC/EPIC web and GRB systems.
Working knowledge of federal recruitment, position management, classification, and compensation policies.
Proficient in OPM's eOPF system and National Finance Center's EmpowHR system.
Advanced skills in using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Adobe Acrobat, and Windows Operating Systems.
Skills Required:
Excellent verbal and written communication skills.
Ability to write professional emails and letters to various stakeholders.
Ability to collaborate effectively as part of a team. Additional Information:
This position is contingent upon award. As a Senior Transactions Specialist, you will play a vital role in ensuring smooth and compliant human capital transactions, contributing to the successful management of personnel actions for a federal workforce.
