Marathon TS is looking for a capable, motivated HR Specialist - Senior to join a large-scale team to support and deliver project management and acquisition support for the Department of the Air Force (DAF), Administrative Assistant to the Secretary of the Air Force (SAF/AA) Concepts, Development, and Management Office (CDM). The services described below support CDM acquisition program management. We are seeking a qualified candidate to augment CDM's acquisition program management knowledge and experience requirements to organize and manage resources and personnel to accomplish DAF and CDM acquisition objectives effectively and efficiently IAW with Department of Defense Instruction (DoDI) 5000.02 policies and procedures. Functional Requirements: The HR Specialist - Senior shall have experience in human resource with a component of the DoD. Coordinate and assist in the development and implementation of workforce plans to ensure alignment with DoD's mission and strategic objectives. Support recruitment efforts, including job posting, candidate sourcing, interviewing, and selection processes to attract and retain qualified personnel. Support employee relations matters, provide guidance on labor laws and regulations, and support conflict resolution to maintain a positive and productive work environment. Support the administration of compensation and benefits programs, ensuring compliance with relevant laws and regulations, and addressing employees' inquiries related to pay and benefits. Coordinate training initiatives, identify learning needs, and collaborate with managers to enhance employees' skills and knowledge for career development. Knowledge of federal employment laws, regulations, and policies, particularly those specific to the DoD, such as Title 5, Merit System Principles, and veterans' preference regulations. Experience in managing the security clearance process, including understanding the requirements for different levels of clearances and facilitating the clearance application process for DoD personnel. Understanding of military human resources practices, including familiarity with military ranks, personnel policies, and the unique aspects of supporting civilian employees within a military environment. Proficiency in using HR information systems specific to the DoD, such as the Defense Civilian Personnel Data System (DCPDS), for personnel management, reporting, and data analysis. Knowledge of diversity and inclusion practices, including promoting a respectful and inclusive work environment and supporting diversity-related initiatives within the DoD workforce. Experience with labor relations processes, collective bargaining agreements, and working within a unionized environment, if applicable. Understanding of ethics standards and compliance regulations relevant to DoD personnel, including conflict of interest, standards of conduct, and whistleblower protections. The Candidate shall support the CDM Human Resource (HR) Manager and Mission Directorates Support with the allocation, management, and accounting for available resources. The Candidate shall apply knowledge of HAF and OSD organizations and experience with DoD policies and procedures and Intelligence Community policies to the following duties, as applicable. The Candidate shall apply knowledge of Civilian Personnel Management, to include both Competitive Service and Excepted Service to tasks, as applicable. The Candidate shall also perform the following duties: Assist in allocating, managing, and accounting for all Civilian and Military Personnel assigned to CDM. Assist in program, budget, and execution of the formulation for Client management analysis. Act as a liaison to service personnel and Client offices. Organize, maintain, and update short- and long-term plans for the organization. Assist in providing programming, budgeting, and execution formulation for Client management analysis to include Organizational and Authorization Change Requests. Based on CDM guidance, prepare internal CDM directives and instructions to establish policy and provide direction to implement higher Headquarters' (HQ) requirements. Develop and produce Civilian Client management analysis . Serve as the administrative liaison with the services, OSD and Unified Commands and Operational Units in Continental United States (CONUS) and Outside the Continental United States (OCONUS). Formulate and advise in the completion of HR actions to meet operational requirements to include Recruit Fill, Reassignment, Transfer, Detail, Promotion, and Resignation actions. Maintain and update suspense files on HR actions. Manage the HR correspondence, directives, SOPs, and guidance. Assist CDM Managers in coordinating, reviewing, and finalizing position descriptions, core documents, job analysis worksheets, and building complete personnel packages. Ensure Memorandums of Agreements (MOAs) and Memorandum of Understandings (MOUs) are updated or revised at least annually, or as otherwise required by the MOA/MOU, and copies are maintained in a network accessible manner, when allowed by security requirements per DoDI 4000.19. Complete pending HR actions to meet operational requirements. Support the Personnel Chief and Mission Directorates Support with HR processes, organizational correspondence, and general personnel position description development, as necessary. Prepare and manage the HR correspondence, directives, SOPs, personnel transfers, and Client and billet establishment and monitoring. Complete Client management analysis. Utilize Defense Civilian Personnel Data System (DCPDS), MyPers, and MyBiz, as necessary. Marathon TS is committed to the development of a creative, diverse and inclusive work environment.
