Job description

Duties Prepare directives, guidance, and policy recommendations to govern the operation of the program throughout the Department of Army. Negotiate bilateral Memorandums of Agreement (MOA) with foreign governments and/or military departments. Conduct site visits and surveys for the purpose of refining exchange duties and locations Collaborate with and advises the U.S. Defense Attaché Office (DAO) and Office of Defense Cooperation (ODC) globally and those foreign embassies in Washington, DC to ensure proper execution of the MPEP program. Maintain liaison with an extensive network of foreign and U.S. agencies in executing DA policy for MPEP, and SON matters. Identify program management requirements for submission into POM process. Serve as HQDA Program Manager for The U.S. Army Schools of Other Nations (SON) program and as HQDA point-of-contact for over 30 foreign Command and Staff Colleges (CSC) and Senior Service Colleges (SSC) attended by U.S. Army officers. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position may require temporary duty (TDY) travel up to 25% of the time. Position is designated Special-Sensitive (4) and the incumbent must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI). This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9. Qualifications Position may be filled as a time-limited promotion, reassignment, or change to lower grade not to exceed 13 months by a current Army employee.Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changed to lower grade may exceed 5 years, however return rights may be impacted. Position may be made permanent without further competition. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. Additional information about transcripts is in this document . Basic Requirement for Foreign Affairs Specialist: A. Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR B. Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. OR C. Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Assisting in the development of policies for foreign affairs programs such as Military Personnel Exchange Programs (MPEP) and Schools of Other Nations (SON) programs; providing advice to senior leaders on program requirements; and collaborating with foreign military representatives to develop memorandums of Agreement (MOAs). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Position is being filled at the GS-13 target GS-14 level. Duties described reflect the full performance GS-14 level. Duties will be performed in a developmental capacity under close supervision. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
