Job description
Expeditionary Emergency Management and Joint Doctrine Support This position requires an active Secret clearance or the ability to obtain a Secret clearance to be considered. The Contractor will utilize an all-hazards, whole-of-government approach to ensure EM/WMD programs meet federal requirements, executive orders, Joint Doctrine, and DoD directives. This includes coordinating, developing, and maintaining EM/WMD governance and program documents (e.g., AFIs, policies), action plans, task and inquiry responses, and issue resolution plans under AF/A4C program management oversight. Compensation & Benefits: Estimated Starting Salary Range for Expeditionary Emergency Management and Joint Doctrine Support: $110-$112K Pay commensurate with experience. Expeditionary Emergency Management and Joint Doctrine Support Responsibilities Include: Coordinate, consolidate, develop, and maintain DAF and Joint Doctrine governance and programmatic documents (e.g., AFIs, policies), action plan recommendations, task and inquiry responses, and issue resolution action plans under AF/A4C program management oversight.
Integrate DAF EM doctrine, policies, and procedures with Expeditionary Engineering to ensure Civil Engineer capabilities are aligned across the full range of military operations.
Provide detailed updates to leadership and stakeholders by participating in meetings and forums, and by coordinating, consolidating, developing, and delivering/presenting meeting materials (e.g., slides, after-action reports, minutes).
Provide senior-level perspective and inputs into the development of DAF and Joint Doctrine, policies, and guidance to codify CE capabilities, roles, and responsibilities across all operational contexts (peacetime to wartime).
Participate in and support the Readiness Working Group and associated panels/working groups in coordination with Government representatives.
Review, update, prepare, and coordinate doctrine documents, directive publications (instructions and manuals), non-directive publications (handbooks, pamphlets), and joint publications for Government approval.
Assist with deliverables such as technical reports, white papers, briefings, point papers, bullet background papers, and other specified formats in accordance with DAF requirements and delivery dates.
Review technical documents and provide clear and concise review comments for senior leadership endorsement. Assist in developing staff packages through the HAF electronic staffing system for approval up to the Secretary of the Air Force or Office of the Secretary of Defense.
Represent and coordinate DAF Civil Engineer equities in federal, joint service, and cross-functional HAF forums with other Government representatives.
Interface with LeMay Center, MAJCOM, AFCEC, HAF staff, AFIMSC, and Joint Staff counterparts to ensure synchronization of deliverables to Government representatives.
Review, analyze, assess, and update Severe Weather Readiness reporting to identify trends, address capability gaps, and inform Emergency Management doctrine, policy, and guidance.
Administer and support Integrated Base Response and Recovery (IBRR) modernization efforts aligned with the Basing and Logistics Enterprise Strategy.
Review and analyze policy waiver requests from field units and provide recommendations for responses.
Coordinate with multiple offices, agencies, and organizations to develop analysis and courses of action.
Provide decision analysis and documentation to senior DAF leadership for major issue resolution.
Review, analyze, and provide recommendations for policy, guidance, and strategic documentation affecting Civil Engineer and DAF peacetime and wartime contingency operations.
Review, analyze, and assist in recommending or creating training and exercise program requirements to support the engineer portfolio for peacetime and wartime contingencies.

Expeditionary Emergency Management and Joint Doctrine Support Experience, Education, Skills, Abilities requested: Minimum of 12 years of experience in Emergency Management, WMD, CBRN defense, and/or Expeditionary Engineering operations across a wide range of threat environments.
A bachelor's degree is required.
Ability to obtain and maintain the appropriate security clearance, as required by the position.
In-depth knowledge and experience in Emergency Management (EM), including the ability to plan, implement, and evaluate emergency response strategies and programs across various threat environments (e.g., CBRN, natural disasters, and man-made crises).
Experience in developing, reviewing, and maintaining military doctrine, policies, and procedures, specifically related to EM/WMD, Expeditionary Engineering, and joint operations.
Experience managing complex programs and projects, including developing action plans, task coordination, issue resolution, and program documentation (e.g., AFIs, policies).
Strong ability to analyze and assess operational readiness, identify capability gaps, and provide actionable recommendations to improve EM/WMD and Civil Engineer capabilities.
Excellent written and verbal communication skills, including the ability to prepare clear, concise reports, technical documents, briefings, and presentations for senior leadership and stakeholders.
Proven ability to work collaboratively with cross-functional teams, including interfacing with military, government, and joint service partners to achieve common goals.
Ability to provide senior-level guidance and support for the development of DAF and Joint Doctrine, policy, and guidance, ensuring the integration of Civil Engineer roles and responsibilities across all operational phases.
Proficiency in preparing technical reports, white papers, briefing materials, and other documents in accordance with DAF standards and within required timelines.
Knowledge of training and exercise program requirements to support contingency operations and enhance readiness.
Strong critical thinking and problem-solving skills with the ability to adapt to evolving operational environments and provide innovative solutions.
