Job description

Duties The Office of Intelligence & Analysis (I&A) is a unique member of the U.S. Intelligence Community (IC). I&A is the only IC element statutorily charged with delivering intelligence to our State, Local, Tribal and Territorial (SLTT) and private sector partners and developing intelligence from those partners for the Department and the IC. I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland. I&A's top priority is to align its intelligence resources across the Intelligence Enterprise (IE) to identify and enable the effective mitigation of threats. The DD/TOPO serves as the principal advisor to the D/TOPO, attending internal and external engagements on behalf of D/TOPO and helping lead day-to-day functions of TOPO to ensure that I&A intelligence and intelligence-related functions comply with federal law, executive orders, regulations, and DHS and Intelligence Community policy and guidance; and are conducted consistently with civil liberties and U.S. person privacy protections. As DD/TOPO, the incumbent plays an integral role in the strategic management of TOPO's branch and functions, including the I&A Privacy and Intelligence Oversight Branch (PIOB), I&A Policy Coordination and Oversight Branch (PCOB), I&A Freedom of Information Act (FOIA) Branch, I&A Congressional Oversight Program, the I&A Component Audit Liaison Program, and the I&A Organizational Ombuds Program in support of the Department's intelligence mission. The incumbent is responsible for assisting D/TOPO in the development, refinement, validation, and articulation of strategy and policies, resource management, budget, execution and programming, and strategic management and supervision of branch chiefs and functional leads for TOPO. They serve as a key I&A liaison for the Office of the Director of National Intelligence (ODNI) Officer for Civil Liberties, Privacy, and Transparency and help coordinate with ODNI on policy, programmatic, and substantive matters. They implement oversight policies, standards and guidance while ensuring confidentiality, integrity, and transparency of oversight in support of DHS. They support D/TOPO in conducting independent audits, reviews, and evaluations of I&A intelligence programs to ensure compliance with all oversight requirements. MAJOR DUTIES Supports D/TOPO in the formulation, implementation, and evaluation of an overarching I&A oversight and compliance framework to ensure all intelligence activities are conducted within legal and policy parameters in partnership with the DHS Office of the General Counsel, the DHS Privacy Office, the DHS Office for Civil Rights and Civil Liberties, and intelligence program offices throughout I&A. Serves as a technical authority for TOPO, providing advice to D/TOPO and in D/TOPO's absence or D/TOPO's behalf, to the Under Secretary for Intelligence and Analysis, senior leaders, and I&A managers on designing, operating, and auditing intelligence programs spanning collection, analysis, information technology, information sharing, and others to ensure they meet oversight standards. Develops and maintains coordination and liaison with the Office of the General Counsel-Intelligence Law Division, DHS Privacy Office, and DHS Office of Civil Rights and Civil Liberties on training provided by those entities to I&A personnel. Ensures faithful execution of the I&A Intelligence Oversight Program and assists D/TOPO in generating reports to the Under Secretary of Intelligence and Analysis and other officials, as required. Executes personnel management responsibilities, serving a first level supervisor role to I&A employees within TOPO and the chiefs of subordinate branches; and a second level supervisor role to I&A employees supervised by the chiefs of subordinate branches, not to exceed 30% of the time. Oversees day-to-day TOPO functions, ensuring the development, refinement, validation, and articulation of strategy, policy and programs; resource management; budget; and executing of oversight and compliance programs enable accomplishment of strategic and operational goals and objectives. Responsible for formulating, developing, and implementing initiatives throughout I&A to ensure the full implementation of those programmatic components, including oversight on collecting, using, and disseminating personal information. Supports D/TOPO in conducting internal audits, examinations, and reviews of intelligence programs and activities, in accordance with DHS, Intelligence Community, and congressional requirements. Serves as a key executive representative in D/TOPO's absence to all Office of the Director of National Intelligence (ODNI) and Intelligence Community (IC) forums and bodies related to privacy, intelligence oversight, FOIA, GAO/OIG and other matters under the D/TOPO's purview. Performs other duties as assigned. Requirements Conditions of Employment Must be able to obtain/maintain a TS/SCI Security Clearance. This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. Must be a U.S. Citizen. Qualifications Specialized Experience: Applicants must have a minimum of one year of which must demonstrate specialized experience which is equivalent to the GS-14 in the Federal service. For this position, specialized experience includes the following: 1. Management experience directing offices or programs as a second level supervisor and formulating, developing, and implementing policies and programs to accomplish organizational mission. 2. Providing expert advice and guidance to senior leaders on policies and programs as well as preparing executive level briefings and staffing support for principal or deputy level interagency engagements, or for Congressional hearings. 3. Developing and maintaining liaison with the intelligence and law enforcement communities. 4. Experience with providing subject matter expertise and component coordination support for administrative investigations; policy decisions; OIG/ GAO audits or reviews; and requests for technical assistance from Congress. 5. Representing an agency or department in legislative staff briefings and interagency working groups and meetings on technical issues, policies, and programs that support DHS's mission to protect the homeland. Preferred: A professional law degree JD, LL.B., and/or LL.M. Additional information Note: One or more positions may be filled using this vacancy announcement.
