Job description

The Commodity Juris Analyst III is responsible for analyzing legal and regulatory aspects related to commodities trading. They review contracts, assess compliance with laws and regulations, and provide legal advice and guidance to the organization. Fully On-Site. This position requires an active Secret Clearance. Compensation & Benefits: Estimated Starting Salary Range for Commodity Juris Analyst III: $139,000 to $139,497.53 annually Pay commensurate with experience. Commodity Juris Analyst III Responsibilities Include: Obtains USG supervisory clearance and/or approval pertaining the position work requirements and/or work products. The contractor shall abide by all State Department, Procurement Information Bulletins (PIB) related to third-party contractor services. Performs work where guidelines are scarce or of limited use and administrative policies and precedents are applicable but stated in general terms. Uses initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies. Performs varied duties requiring many different and unrelated processes and methods applied to a broad range of activities or substantial depth of analysis. Makes decisions on the approach, methodology, or interpretation and evaluation processes to be used because of continuing changes in program, technological developments, unknown phenomena, or conflicting requirements. Originates new techniques, establishes criteria, or develops new information. Establishes criteria; formulates projects; assesses program effectiveness; or investigates or analyzes a variety of unusual conditions, problems, or questions. Provides products or services that affect a wide range of agency activities, major activities or industrial concerns, or the operation of other agencies. Works with persons or groups to obtain a desired effect, such as gaining compliance with established policies and regulations by persuasion or negotiation, or gaining information by establishing rapport with a suspicious informant. Presents State Department positions that pertain to regulatory framework and jurisdictional issues to both foreign and domestic industry experts, subject matter experts, and governmental entities to audiences of at least 150. Participates in the drafting, reviewing, and editing of Notices of Inquiry, Proposed, and Final Rules in collaboration with Regulatory and Multilateral Affairs division. Reviews capabilities of novel and current technologies for inclusion or addition to the United States Munitions List. Identifies areas for improvement in the ITAR, the Commodity Jurisdiction Determination Form (DS-4076), and USXPORTS; prepare solutions for review by legal and management and add solutions to the department web site via the FAQ vehicle. Maintains the process and performs analysis for Regulatory Review Letters. Reviews and drafts text for General Correspondence that incorporate questions concerning the jurisdiction of commodities. Provides Emerging Technology analysis and develops written products for review by management, DDTC CFIUS, and L/PM, as necessary. Performs other job-related duties as assigned. Commodity Juris Analyst III Experience, Education, Skills, Abilities requested: Bachelor's Degree (or higher) in an engineering or scientific field. Active Secret clearance Excellent written and verbal communication skills and presentation skills. Excellent organizational skills including the ability to manage multiple projects consistent with established timeframes. Ability to synthesize information and develop recommendations for management based on an analysis of the information. Ability to work with minimal supervision and provide good judgement. Ability to deal with a variety of people in a professional, courteous manner in diversified situations. Working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers. May be required to travel CONUS and OCONUS.
