Job description
Duties You will direct and oversee all areas related to Marine Aviation readiness and sustainment and will execute Marine Aviation's NAE leadership responsibilities on the Current Readiness, Future Readiness, and Total Force Teams and other Boards. You will lead cross-service teams to effectively plan and manage readiness requirements and provider constructs, as a holistic enterprise, consistent with Marine Aviation goals and standards. You will integrate all sustainment programs, plans, and policies into the overall Marine Corps Requirements Oversight Council (MROC)-approved Marine Aviation Plan and lead efforts to achieve required readiness goals and targets. You will represent DCA at senior executive decision-making forums and facilitate Boards including but not limited to the Marine Corps Requirements Oversight Council (MROC), the NAE Air Board and the Naval Sustainment Systems (NSS) Board. You will direct publication of the Marine Aviation Sustainment Campaign Plan as part of the Aviation Campaign Plan that delivers improved warfighting capability as the bottom line. You will establish strategic goals and objectives supported by the business processes, performance metrics, philosophies, and tools to sustain and improve aviation readiness. You will execute an awareness and education campaign to increase Marine Aviation flexibility, agility, and responsiveness across the institution. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. May be required to successfully complete a 1-year SES probationary period. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration. EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages). ECQs and MTQs should reflect your most recent experience, ideally from the past 5-7 years, and no ECQ/MTQ example should be older than 10 years. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge of and experience in Department of Defense aviation logistics readiness and sustainment capabilities, processes, policies, and procedures, including aviation logistics operations, aircraft maintenance, aviation supply, and strategic plans. 2. Knowledge of Continuous Process Improvement techniques, programs and business concepts, with experience in applying AIRSpeed practices including Theory of Constraints, Lean Manufacturing, and Six Sigma in an integrated manner. 3. Knowledge of the Department of Defense aviation organization and provider infrastructure policies and programs, to include acquisition and total life cycle support procedures, integrated logistics and supply chain operations, quality management, and earned value management. 4. Knowledge of the Planning, Programming, Budgeting and Execution (PPBE) process and the ability to interpret and defend organizational requirements within the PPBE process to various levels of the federal government. 5. Ability to analyze technical data, establish performance related metrics and implement efficiencies.
