Job description

Duties You will be responsible for acquisition planning, acquisition strategy, developing negotiation objectives, and negotiating all types of contracts for large dollar complex projects. You will perform contract administration which includes incremental funding, price or cost analysis in order to prepare rate and cost adjustments. You will collect, record and evaluate performance, production and delivery data obtained in statistical, graphic and narrative form which reflects current program objectives and status. You will be responsible for subsequent negotiation of modifications, supplements and settlements of claims and disputes. Requirements Conditions of Employment Must be a US Citizen. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: To Qualify for the GS-13 level I have one year of Contract Specialist specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying comprehensive knowledge and skill in contract negotiation techniques relating to the development of pre-negotiation strategy to conduct contract negotiations for complex contracts and post-award negotiations involving contract changes or modifications. I have experience applying a comprehensive knowledge of Federal, DOD, and DON contracting laws, policies regulations, such as the Federal Acquisition Regulations (FAR) and/or the Defense Federal Acquisition Regulation Supplement (DFARS) and utilize various contracting types and special provisions to provide guidance, leadership and carry out procurement actions for complex products, equipment and services that contain unique characteristics. I apply a knowledge of commercial and industrial business practices to identify sources, analyze cost and pricing data and contract proposals, and evaluate offers for responsibility. Examples of specialized experience include: 1) Coordinate with technical subject matter experts and assists in the development of contractually acceptable specifications, statements of work/performance work statement, and quality assurance criteria; 2) Develop acquisition plans and formalizes the acquisition strategy to include a wide variety of issues such as funding, market research, delivery requirements, Government-furnished property, possible follow-on requirements or other contingencies; 3) Plan, coordinate and/or lead negotiation strategies with contractors during contract negotiations; 4) Perform contract administration to include incremental funding and price or cost analysis in order to prepare rate and cost adjustments; 5) Review and evaluate contractor prices, identify factors affecting contractor's costs using contractor cost breakdowns regarding labor, materials and subcontractor costs; and 6)Manage multiple contracting projects to ensure Program goals and objectives are met, developing and implementing improvements when required. To Qualify for the GS-12 level I have one year of Contract Specialist specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing work involving the procurement of supplies, services, and equipment using negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. The work requires applying a thorough knowledge of the Federal, DOD, and DON legislation, policies, regulations, and methods used in contracting and applying knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics. Specific experience must include the following: 1) Utilizing a thorough knowledge of Federal, DOD, DON contracting methods and contract types to perform pre-award, post-award, negotiation and contract price/cost analysis functions when contract actions are not well defined or well precedent; 2) Applying knowledge of business practices and market conditions to evaluate bid responsiveness, contractor responsibility, and contractor performance; 3) Negotiating procurements of various services, complex equipment and various commodities; 4) Developing overall procurement strategies considering a wide variety of pertinent issues such as funding, competitive environments etc. Applicant must meet the following Department of Defense qualification requirements for 1102 contracting positions: And the title 10 requirements found here: :USC-prelim-title10-section1724&num=0&edition=prelim Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
