Job description

MUST BE US CITIZEN. CANDIDATES MUST MEET ELIGIBILITY REQUIREMENTS FOR ACCESS TO CLASSIFIED INFORMATION AND/OR ENVIRONMENTS The contractor shall manage, conduct and oversee the administrative and writing tasks for the 5.3 Command and Control department, its divisions and branches in support of awards and award nominations.
The contractor shall receive requests for individual or team award nomination writing on a weekly basis, including materials such as the award nomination form with instructions, along with the nominee name(s) and relevant biographical and achievement information.
The contractor shall monitor, coordinate, create and maintain records associated with award nomination requests and management, including tracking award opportunities and calls, award nominations requested, nominations in progress, nominations submitted and awards received.
The contractor shall draft nominations and provide related support for the Command and Control award nomination program. Support includes (but is not limited to): maintaining a list of award opportunities, nominations submitted and awards received; determining the most logical and effective sequence of the nomination narrative; determining the overall length and tone based on the objectives, the nomination requirements, and the audience; interviewing or otherwise interacting with the nominator, nominee, sponsor or other stakeholders to derive needed information to complete the nomination; drafting the nomination; consulting on or selecting illustrative material; preparing the material for submission; ensuring the nomination meets all the nomination form and award call and nominator requirements; tracking deadlines and award schedules; and coordinating with award nominators to ensure timely submission of nominations.
The contractor shall input, update and maintain information in the department-specified format and data repository, such as using JIRA to receive and track nomination requests. The contractor shall maintain sufficient technical background and knowledge to effectively draft technical award nominations and engage with nomination stakeholders.
Contractor shall attend weekly meetings as requested, provide weekly updates and monthly status reports.
Contractor shall provide award writing training to supervisors or ALL-HANDS as requested.
The Contractor shall develop briefs (PowerPoint) and strategic award nomination writing templates or documents to communicate award nomination writing actions to leadership. Contractor shall be proficient in Microsoft Excel and be able to manipulate data to support analysis of alternatives (AoA) and course of action (COA) recommendations. Applicants should possess strong writing and editing skills, a solid understanding of technical concepts in the computer and engineering fields, the ability to translate complex information into clear and concise language, excellent attention to detail, and experience crafting compelling narratives that highlight achievements and impact.
Key qualifications include:
Clearance: Although the vast majority of awards are written at an UNCLASS level, the candidate will need a Secret clearance to enable freedom of movement around the facility, engage in interviews and discussions with nominees and stakeholders, and to support higher-level award nominations when necessary, among other purposes.
Presence on Facility: The selected candidate will be expected to spend at least 30% of their working hours on the client facility to support face-to-face meetings and discussions with award requestors, nominees and stakeholders.
Travel: Limited travel (less than 10% of working hours) out-of-city or out-of-state is expected; however, occasional travel may be requested and authorized if the need arises.
Policies: The selected candidate will be expected to learn and comply with appropriate DoD policies regarding the handling and management of government information and materials, including participating in any training required for handling of government material, including Personally Identifiable Information.
Education: BS or BA is a minimum requirement. A BS in a technical field (e.g. engineering, computer science) with proven expertise and minimum 2 years experience in technical writing is preferred; however, a BS or BA in English or other writing field with proven expertise and minimum 2 years experience in technical writing is acceptable.
Technical Expertise:
A solid grasp of technical subject matter in engineering and computer fields, and a proven ability to quickly absorb and understand new technical detail sufficient to articulate the importance and meaning of technical accomplishments, including Navy and Department of Defense specific terminology and processes. Candidates should submit samples of previously published technical articles or documents of which they were the primary author.
Writing Prowess:
Exceptional writing skills with the ability to produce clear, concise, and engaging content while adhering to award submission guidelines.
Storytelling Ability:
The capacity to craft compelling narratives that effectively showcase achievements, contributions, and positive outcomes.
Research Skills:
The ability to gather and analyze relevant data to support claims and provide accurate information in award submissions. In particular, the ability to review and understand Navy and Department of Defense strategies and policies in order to contextualize and appropriately articulate the importance and impact of individual and team achievements.
Attention to Detail:
Meticulous attention to detail to ensure accuracy, consistency, and proper formatting in all submissions.
Adaptability:
Flexibility to adapt writing style and approach to suit different award criteria and audiences.
Other desirable qualifications:
Experience in Technical Writing:
Prior experience in technical writing roles, particularly experience detailing, summarizing and celebrating individual or team achievement.
Proofreading and Editing Skills:
Proficiency in proofreading and editing to identify and correct grammatical errors and inconsistencies.
Collaboration Skills:
Ability to work effectively with subject matter experts and stakeholders to gather necessary information and ensure accuracy.
Work Management:
Strong organizational skills to manage multiple award submissions with deadlines.
Software Proficiency:
Familiarity with relevant document creation and editing software (e.g., Microsoft Word).
Graphic Design Skills: Basic graphic design skills to create compelling visuals as needed to accompany written submissions.
Public Speaking Skills: Ability to present award submissions effectively to review panels if required and to present and describe the technical award writing process for education of stakeholders.
