Job description

Duties Provides real time range resource control to assure that changes to the 24 hour schedule necessitated by revised support requirements, remote tracking station (RTS) equipment failures, communication failures, operational control node failures and satellite anomalies are incorporated into the SpATO schedule. Initiates the 24 hour scheduling process 40 hours prior to the start of the first support of that 24 hour period. Publishes conflict free 24 hour schedules which are directive to the supporting agencies and users of the SCN. Constructs the SCN weekly forecast schedule on the 7 day Forecast, showing negotiated support for each SCN satellite program. Provides resource scheduling technical expertise and guidance for planned and proposed Resource Scheduling and SCN projects. Position may be subject to random drug testing Disclosure of Political Appointments Leave accrual may be authorized upon request Must be able to deal with stressful situations especially during real-time emergencies Required to work a rotating shift schedule. May be required to work an uncommon tour of duty and/or overtime. Required to obtain and maintain certification as a Network Resource Scheduler. This is a direct duty support position identified by AFI 13-602 Space Operations Must be able to perform extended and recurring TDY. and will be required to use commercial or government transportation. Must have a valid driver's license to operate a motor vehicle. May be required to act as the shift supervisor in the absence of the supervisor. Qualifications This is a "Key" position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of the "key" position must be screened from military recall status. This may require the incumbent to perform a variety of technical and administrative duties to include, but not limited to: approving leave for a few hours or emergences; providing input to the supervisor on performance, training needs, etc. of other employees; insuring adequate working conditions; assisting trainees and checking on their work; and resolves operational problems normally resolved by the shift supervisor. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH 02, equivalent to the next to lower grade GS 11 or equivalent in the Federal Service. Specialized experience must include knowledge of Satellite Control Network Range Operations or similar system policies, procedures, and memorandum of understanding agreements; knowledge of satellite requirements and group equipment capabilities to build resource allocation schedules that assures maximum support is provided to each satellite program; and working knowledge of computer operations and data management. For current Federal Employees within General Schedule Pay Plans - Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of AFSCN Range Operations or similar type system policies, procedures, and memorandum of understanding and agreements. 2. Knowledge of satellite requirements and ground equipment capabilities to build resource allocation schedules that assures maximum support is provided to each satellite program. 3. Ability to effectively communicate both orally and in writing in a clear and concise manner with a wide variety of personnel to include military, contractors, and government personnel using tact and diplomacy. 4. Comprehensive knowledge in conflict resolution to serve and/or lead working groups in negotiating solutions; coordinate and resolve problems that arise during conflict resolution; real-time emergencies; and technical interchange meetings. 5. Working knowledge of computer operations and data management. 6. Ability to use logical assessment and ingenuity to arrive at innovative conclusions where policies and directives are scarce or nonexistent. Ability in understanding concepts, principles and practices involving orbital mechanics, mechanical, electrical, aerospace, and computer technical fields as it relates to satellite scheduling. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
