Job description

Duties Planning Staff Officer. Employee has cradle-to-grave responsibility to expertly accomplish all duties for assigned projects. Garrison Plans and Programs Specialist. Employee ensures the continued oversight and management of effective planning processes to create and maintain Garrison and installation level plans in response to existing and emerging agency tenant plans and requirements. Garrison Strategic Planning and Integration. For assigned program areas employee is local authoritative source and corporate memory for strategic planning and integration matters and is tasked with developing a Garrison strategic planning and integration process. Garrison Basing Action Manager. Serve as local authority and corporate memory for beddowns and basing actions for the Peterson-Schriever Garrison (P-S GAR). Work may occasionally require travel away from the normal duty station on military or commercial aircraft. May occasionally be required to work other than normal duty hours, to include evenings and weekends, and may be subject to recall. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice (cont'd) (cont'd) drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative personnel, or substantive administrative support functions. Knowledge of a wide range of program disciplines, concepts, principles, practices, and requirements encompassed with the overall Garrison Plans and Program functions to include: Operation Plans, Support Plans, Conceptual Plans, Operations Orders, Treaty Compliance, Operational Security, Strategic Basing, Base Action Requests, Functional Planning, and Crisis Management. Knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Knowledge of Garrison planning disciplines to remain in concert with overall AF visions, goals, and objectives while performing in accordance with operational needs. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the effectiveness and efficiency of program operations toward development and/or improvement of critical plans/or programs. Work requires considerable inter-personal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Knowledge of pertinent laws, regulations, directives, polices and precedents which affect the use of program and related support resources in the area studied. Knowledge of the military command structure, missions, programs, and organizational relationships and program goals and objectives as well as the sequence and timing of key operational events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and experience sufficient to ensure successful implementation of multiple, simultaneously occurring, technically diverse activities, plans, agreements, deployments, and special projects originating at all levels within the Garrison or derived from HAF, HQ USSF, or CCMD tasking. Knowledge of the techniques, philosophy, and requirements of crisis action/management, contingency, and deliberate military planning. Knowledge of the missions, functions, programs, policies, structure, and operational and support capabilities, limitations, and requirements of the P-S GAR and its Geographical Supported Units and OLs. Knowledge of a wide range of Congressional/DoD/USAF/USSF policies/regulations/laws used to formulate requirements, acquisitions, financial management, manpower and personnel, budgeting, programing, contingency, deliberate, war, and mobility planning and operations. Knowledge and understanding of DoD, HAF, and HQ USSF guidance and policies regarding personnel and information security sufficient to manage unit security assistant duties and responsibilities. Skill and ability to gather, analyze, extrapolate pertinent data gathered from a variety of sources in order to draw conclusions, devise solutions, identify changes and trends, and to develop the Garrison's position and obtain support from P-S GAR, HQ USSF, HAF, and multiple CCMDs. Skill and ability gaining cooperation and support from others through tact, courtesy, persuasion, and diplomacy and leading a diverse working group to a successful conclusion/decision/recommendation. Ability to analyze current or projected operating plans and programs and to evaluate their actual or potential effectiveness in achieving objectives or fulfilling mission requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. Education ADDITIONAL INFORMATION FOR ACTIVE DUTY SERVICES MEMBERS ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty . Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following: Name/Rank/Grade of Service Member Branch of Armed Forces Dates of Active Service (Start and End Date(s) Expected Date of Discharge/Release from Active Duty Terminal leave start date (if applicable) Expected character of service (honorable or general) and type of separation (i.e. separation or retirement) Must be certified within 120 days of anticipated discharge Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
