Position Title: Mission Protection, Deputy Manager Location: Schriever Space Force Base, Colorado Springs, CO Relocation Assistance: None available at this time Remote/Telework: NO - Not available for this position Clearance Type: DoD Secret Shift: Day shift (Mon-Fri) Travel Required: Up to 10% of the time Description of Duties: The Mission Protection, Deputy Manager supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will: • Assist the Mission Protection Manager with leading the department's three teams Mission Protection Services, Mission Assurance (MA), and Quality Assurance (QA) to ensure the success of Missile Defense events and operations, particularly within the Missile Defense Integration & Operations Center (MDIOC). • Serve as the Product Owner for MA/QA features in development using the Scaled Agile Framework method for each quarterly Program Increment. The Product Owner is the key conduit between the Government "client" of the feature and the scrum team creating the feature. The Product Owner will prioritize and refine backlog items in Jira and authorize story closures, as well as oversee the scrum team's work to ensure it meets the client's intent and meets the agreed upon acceptance criteria for feature delivery. Features may include writing and revising MA and QA program plans, defining and codifying ad hoc processes, and building automated tools to replace manual processes (replacing Excel spreadsheets coordinated via email with custom-built SharePoint forms that feed PowerBI dashboards, for example). • Support the ongoing refinement of the Program Increment Roadmap, a 2-5 year strategic plan for building and improving enterprise-wide programs that the department oversees (namely the Quality Program and Mission Protection Services). • Develop and provide information and briefings to IRES senior management and Government customers to communicate the efforts of the MA and QA teams. Topics will include a wide-range of department activities, from operational initiatives to developmental projects in the Program Increment. • Review, revise, and update program plans, policies, procedures, and work instructions. Review all reports before formal submission, including the monthly QA Audit Report and any Incident Notification reports. • Support the development and execution of a stakeholder engagement plan to communicate audit results and mission impact assessments. • Coordinate risk mitigation efforts with stakeholders and project managers for facility infrastructure projects that will impact • MDA Concurrent Test, Training, and Operations (CTTO). For example, an upcoming power upgrade will require a MDIOC tenant to partially relocate their operations. The Mission Protection Deputy Manager would work with the MA team lead to coordinate the tenant's activity schedule, track and brief the ongoing coordination status at regularly scheduled meetings including the Risk Program meetings, and oversee any logistical support needed to facilitate the temporary relocation. • The MA team works with the Facilities team to schedule and coordinate facility infrastructure projects, conducts the project mission impact assessment, coordinates for project approval with all stakeholders using Jira, and coordinates with numerous stakeholders and requestors to ensure schedule deconfliction of all CTTO activities with base and facility maintenance activities. Since the MDIOC facility hosts several real-world operations and is a test range for Space and • Missile Defense capability tests, scheduling for facility infrastructure and base utility service repairs and resiliency testing is both difficult and crucial. • Other key processes for the Mission Protection Services program include: o Event and Asset Protection: coordinating with all applicable MDIOC tenant organizations to establish event configuration protection periods for critical assets through the use of physical and logical seals and access restrictions designed to communicate and prevent unauthorized access or changes. o Utility Outage Board and Mission Impact Assessment: coordinate planned and emergent outages, incidents, issues, and concerns with mission partners to ensure a full understanding of how they are or could be impacted and to ensure clear communication to Government of ongoing activities to restore nominal conditions. o Readiness events: Plan and execute exercises to assess the MDIOC's Mission Assurance posture as part of the MDIOC Mission Assurance Readiness Program, including monthly Facility Operations and Maintenance "drop card exercises" and MA Plan table top exercises. o Quality Program Audits of key processes and procedures that verify the efficacy of contract-wide programs (configuration management, technical baseline management, MA, facility maintenance program, etc.). • Provide analysis of the mission protection posture for the MDIOC as well as other areas under the responsibility of the • IRES contract. This requires working with other IRES directorates, primarily the Facilities & Asset Management group, and increasingly the IT Services group. • Support the MDIOC MA Officer with advocating for MDIOC equities at the Space Base Delta 1 Mission Protection Working Group and Board meetings. Provide executive summaries of these meetings to the Government client and • Program Management & Integration departments. • Support the development of proactive risk analysis and mitigation strategies in support of MDA mission protection of tests and events. • Ensure integrated and seamless Mission & Quality Assurance, Safety, and Facilities incident reporting. • Ensure organizational adherence to policies, processes, and procedures. • In the absence of the Mission Protection Manager, be able to provide the Mission Protection team leaders and supervisors with work direction while delegating authority to convey responsibilities. Here's what you'll need: Basic Requirements: Must have one of the following combinations of education and experience: HS Diploma (or GED) and 14 years of general experience; Associate's degree and 12 years of general experience; Bachelor's degree and 10 years of general experience; Master's degree and 8 years of general experience. • Must have 8 years of experience in project management or equivalent. • Must have 3 years of experience in management or leadership roles. • Demonstrated presentation skills briefing senior-level leadership via Microsoft Office tools (PowerPoint) and above average writing skills. • Understanding of the IRES contract organizational structure (enterprise knowledge) in order to coordinate and enforce contract-wide policies and programs. • Knowledge of the Missile Defense Agency, as a whole, to provide robust Mission Protection Services. • Understanding of foundational MDA doctrine that governs mission protection. • Must have an active DOD Secret, or higher, security clearance. Desired Requirements: • Possess great planning, coordination, organizational, problem-solving skills. • Strong interpersonal skills and a professional demeanor in interacting with a wide variety of stakeholders, to include senior program management and senior government personnel. • Demonstrate excellent communication skills, both verbal and written, along with stakeholder management experience. • Understanding of strategic communications and synchronized messaging. • Experience writing or revising plans, policies, and procedures. • Experience doing staff work (for example: participating on integrated planning teams, action item tracking, drafting meeting minutes, coordinating schedules, writing info papers and decision briefs). • Working knowledge of operational risk management. • Knowledge of the principles relating to mission essential tasks and operational readiness, such as the Defense • Readiness Reporting System or Unit Status Reporting. • Experience with developing training, readiness, and/or exercise programs. • Familiarity with cornerstone MDA governance documents (program-level plans) and ability to extrapolate needed actions from those documents. • Experience with audits and/or inspections. • Understanding of maintenance operations. • Experience with gathering requirements from multiple sources to create an action plan. • Knowledge of Missile Defense command and control, and/or MDA previous experience. • Project Management Professional Certification, or significant agile or waterfall project management experience. This position is expected to pay $146,300 - $171,300 annually; depending on experience, education, and any certifications that are directly related to the position.
