Job description

Duties DUTY 1: Plans, organizes, and directs the activities of the 74 ISR Squadron's mission and goals, ensuring that intelligence analysis and production complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and analytic objectives. Researches, interprets, analyzes and applies analytic standards according to intelligence community directives, joint and service regulations. DUTY 2: Serves as a senior adviser and primary consultant in the dissemination of multi-source intelligence. Primary analytic advisor to the 74 ISRS Commander, Director of Operations, Flights, and customers as required. Leads a wide variety of complex analysis and production projects/programs/teams to support Delta, Field Command, Combatant Command, and support agency planning and operations. DUTY 3: Serves as the lead intelligence analyst in support of the 74 ISRS intelligence analysis and production mission. Serves as the space threat subject matter expert. Manages analytic production to turn customer requests for information (RFIs) into tailored, tactical-level analytic products applied to SpOC missions. DUTY 4: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. DUTY 5: Serves as a senior technical authority on intelligence analysis and production issues. Makes authoritative recommendations and decisions on operational policy matters; often required to make difficult decisions committing unit funds or resources impacting future capabilities. An advanced intelligence-related or professional/scientific degree is highly desirable. Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments; knowledge of advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources, to include database manipulation; knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multisource intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. 2. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources. Knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources. 3. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage unit capabilities in support of consumers, customers, and clients. 5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
