Duties This Intelligence Operations Specialist position is located Operations Support (OS), Intelligence and Analysis (I&A), Transportation Analysis Division (TAD), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Serves as a 24/7/365 Watch Officer, providing, all source intelligence support, reporting, and guidance to a diverse group of government and contract personnel. Works with fellow Watch Officers to ensure proper handling of priority intelligence requirements, knowledge and understanding of known or suspected terrorist travel, operating domain situational awareness, and ability to collaborate and communicate across multiple sites and locations. Ensures proper handling of watch list nominations, and proper notification and reporting of applicant matches against vetted populations. Generalized knowledge of Watch operations to include technical knowledge of intelligence (collection, analysis, and evaluation). Ability to plan and accomplish operational goals and assignments, develop plans and techniques to improve operations, policies and programs. This position serves as Watch Officer and performs classified/unclassified duties related to executing the operational mission. This includes conducting complex analysis and devising procedural and technical improvements to increase efficiency and decrease risk to transportation security. Performs complex analysis of policies and guidance related to Watch operations. Ability to identify and make recommendations as they relate to operational issues and ability to document best practices for process improvements. Under limited direction, understands, explains, and directs others to execute Intelligence Indications & Warnings Watch's standard operating procedures to perform complex preliminary analysis, administrative reporting, database checks, and other tasks as assigned in support of the agency's Transportation Threat Analysis mission. Conducts, or directs others to conduct, intelligence and an organization's database checks in support of Agency's incident response and performs preliminary research and analysis to enhance understanding of potential indications of threats to transportation and to confirm or validate threat allegations when possible. Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Drafts overnight intelligence summaries at the unclassified, secret, and top-secret levels in response to standing Organization's intelligence requirements by compiling all-source intelligence and relevant operational and incident reporting and provides quality control of other's work as needed. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. Emergency Essential Position: This position is designated as an Emergency Essential (EE) position. This designation requires the employee to remain in a duty status if an emergency arises. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. Selective Service registration is required. Must be able to obtain and maintain Top Secret/SCI Clearance. Must complete and have favorable adjudication of a Tier 5 Investigation prior to appointment. There is no provision for a waiver for this condition. Position requires pre-employment/pre-appointment random drug testing. Position requires 24/7 shift work. The employee will be required to work other than normal duty hours, which may include evenings, weekends. Qualifications To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Novice understanding of analytical concepts and methodologies to identify threat indications and warnings in response to priority intelligence requirements, perform preliminary analyses of raw and finished intelligence reports to determine if they meet standing an Organization's intelligence requirements. Collecting, recording, and analyzing data/information identifying problems or anomalies, perform limited analyses, and conduct intelligence and database checks in support of Organization's incident response. OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Applying analytical concepts and methodologies sufficient to execute Intelligence Indications & Warnings Watch standard operating procedures to include drafting overnight intelligence summaries in response to standing an Organization's intelligence requirements. Experience interpreting, collecting, recording, and analyzing data/information to conduct intelligence and Organization's database checks in support of an agency's incident response. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Advanced experience applying analytical concepts and methodologies to execute Intelligence Indications & Warnings Watch standard operating procedures to perform complex preliminary analysis, administrative reporting and database checks; and) Coordinating intelligence gathering/analytical concepts, principles, methods, and techniques sufficient to analyze and provide guidance to others on in-depth, raw, and finished intelligence reports to determine if they meet standing an Organization's intelligence requirements; and) Collecting, recording, and analyzing data/information to conduct intelligence and Organization's database checks in support of an agency's incident response and conduct preliminary research and analysis to enhance understanding of potential indications of threats to transportation. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
