Description:

The Head Start Associate Director (HSAD) is responsible for assisting the Division Director in the overall organizational development and operations of the division. Position reports to the Division Director, and in their absence acts on their behalf, including representing the division before the BCC and in the community. The HSAD is responsible for the day-to-day division operations, support functions, and adherence to all applicable federal, state, and local regulations as well as the continual promotion of a trauma informed, diverse, equitable and inclusive work culture. Responsible for promoting effective program outcomes and improvements through the creation and implementation of an analytical, solution focused approach. Duties include reviewing the efficiency of current business functions, continuous quality improvements, and collaboration with the leadership team to set, meet and evaluate program goals and objectives.

About Head Start:

Jefferson County's Head Start is a no cost, comprehensive, child-focused and family-centered early childhood program for children ages 6 weeks to 5. A range of individualized services in the areas of education, early childhood development, medical, dental, mental health, nutrition, family support, and parent education and training are provided to children and families. We make every effort to meet a child's special needs by accessing support from outside agencies if necessary.

This position typically operates on a traditional 5-day work week (Monday-Friday, 8am-5pm). Due to the nature of this role, in-office work is required.

Target Hiring Salary: $98,000.00 - $102,114.38 USD Annual

Total Base Pay Profile: 80 491.21

Compensation will be determined based on education, experience and skills.

Essential Duties:

  • Track progress towards program objectives and strategic goals, including in-depth analysis and interpretation of program data and metrics to inform decision making, create efficiencies, and support capacity building among staff. Analyze and use data to ensure the advancement of diversity, equity, and inclusion in the provision of program services. Responsible for creation and oversight of ongoing monitoring systems to ensure effective implementation of performance standards, child safety, and all other applicable local and federal regulations. Oversee implementation of CQI systems across all program areas, including the annual Head Start self-assessment, ongoing discussion with program managers and supervisors, and routine analysis of program expenditures to ensure ethical, effective, and efficient utilization of program resources. Through ongoing review and analysis of allocation of personnel and financial resources, works to improve bottom line financial performance and enhance program outcomes by strengthening, streamlining, and clarifying program processes and practices.
  • Provides leadership, management, and vision to ensure that the program delivers exceptional outcomes to meet strategic objectives. Establish and ensure implementation of systematic approach to staff onboarding, training, and professional development in alignment with Human Services Principles, Head Start competency development, Head Start Program Performance Standards, and Child Care Licensing regulations. Facilitate small and large group trainings and meetings as appropriate.
  • Support program managers and supervisors in implementing programming consistent with Head Start Program Performance Standards, Child Care Licensing Regulations, and other applicable federal, state, or local regulations. Work with program managers and supervisors to develop and implement long and short-term strategic plans that ensure children and families are supporting in achieving school readiness. Ensure goals and objectives for each program area are met and support managers and supervisors in brainstorming and implementing innovative approaches to achieving desired outcomes.
  • Develop documents to help maintain an effective set of policies, procedures, and work instructions consistent with program practice and all applicable federal, state, and local regulations. Interface with stakeholders to determine appropriate policy, procedure, and work instruction requirements. Perform research and review documents to identify gaps and areas for improvement. Remain current on policies and procedures for all program areas.
  • Support the Division Director in the establishment and maintenance of policy council. Provide training and technical assistance to policy council members to build capacity to ensure effective implementation of program performance standards. In collaboration with the Division Director, ensure the Board of County Commissioners is provided with information and data necessary to oversee the Head Start program.
  • Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

Minimum Qualifications:
  • Bachelor's degree in related field;
  • 5 years of field- related experience or experience in program management and;
  • 3 years of supervisory experience.
  • Or an equivalent combination of education and experience.
