Summary:

The developer's key function will be to maintain the already expanded current AAB system to support new additional requirements as mandated by legislation. A key provision is to have functionality to support appeals from agents and homeowners alike.

The developer will need to alter, update, expand and maintain AAB Web Application from the import of the data to the processing of the data, through the CRUD (create, read, update, delete) interface, to the exporting/reporting of the data. This includes altering, updating, expanding and/or creating the underlying database tables; database queries, processes and procedures; corresponding methods in the web application; the HTML/CSS interface; reports; and the Windows services which handle the data and the import and export processes.

The developer will also need to document the major parts and processes; ensure that the code is well commented and documented; revise the error and exception message handling so that they give a better description of the errors and exceptions when they occur; should write or update instructions on how to maintain the application; instructions on how to examine and investigate errors and be available for assistance as problems arise.

The developer will require expertise & experience in the following technologies and be able to accomplish tasks utilizing them. These are the minimal qualifications needed:

Responsibilities:

1. Documentation and Code Maintenance:

Document major parts and processes of the application.

Ensure that the code is well-commented and documented.

Revise error and exception message handling for better clarity.

2. Application Support:

Maintain and support the existing Assessment Appeals Application interface.

Update and enhance the application to support the new property assessment system requirements.

3. System Enhancements:

Implement enhancements to the application, including UI design for web and mobile.

Support new functionalities for owner/agent/attorney modules.

4. Error Management:

Monitor and enhance error and exception management subsystems to ensure system stability and resiliency.

5. Collaboration and Communication:

Work collaboratively with other team members and stakeholders to ensure project success.

Provide instructions on maintaining the application and investigating errors.

Required Qualifications:

o Technical Skills:

Proficiency in technologies such as HTML5, CSS3, ASP.Net with C#, JavaScript, jQuery, REST, AJAX, IIS, WCF, SQL Server (various versions), Visual Studio, and .NET.

Experience with web server configuration and maintenance.

Knowledge of security protocols and SSL certificates.

o Experience:

Must provide certification of prior work experience from one previous client and one sample of prior work from a previous project.

o Project Management:

Ability to manage and deliver projects on schedule and within budget.

MINIMUM QUALIFICATIONS DOCUMENTATION (PASS/FAIL)

Proposers must provide documentation that clearly demonstrates each Minimum Qualification (MQ) listed below has been met. Minimum Qualification documentation should be clearly marked as "MQ1 , MQ2 , etc to indicate which MQ it supports. Each Proposal will be reviewed for initial determination on whether Proposer meets the MQs referenced in this section. This screening is a pass or fail determination and a Proposal that fails to meet the Minimum Qualifications will not be eligible for further consideration in the evaluation process. The City reserves the right to request clarifications from Proposers prior to rejecting a Proposal for failure to meet the Minimum Qualifications.
