Job Description

Reporting to the Director of Construction Services, the primary duties of the Housing Construction Representative are:

Review architectural plans and designs and cost estimates at key stages of preconstruction, (i.e. conceptual design/schematic design, design development, construction documents, and prior to bidding) and issue comments to development team noting any design discrepancies, code compliance issues, accessibility issues, or cost saving opportunities observed. Monitor cost variations over the life of each project. Work collaboratively with MOHCD Project Managers to evaluate the impact of those cost estimates on the project development budget;

Advise MOHCD Project Managers regarding requests for funding by reviewing and approving proposed scopes of work, pre-construction and construction schedules, and construction cost estimates for appropriateness, compliance with MOHCD quality standards. Assist in preparation of recommendations to the Citywide Affordable Housing Loan Committee;

Ensure that pre-construction requirements are met before authorizing the issuance of a Notice to Proceed (NTP);

Inspect active construction sites at least monthly, in conjunction with pay application requests, to confirm value of requested payment and quality of work.

Attend Owner Architect and Contractor (OAC) meetings not less than twice per month in order to ensure efficient project implementation;

Evaluate all change order proposals for appropriateness; identify potential cost-savings approaches;

Monitor Owner- and Contractor-supplied change order, allowance, and contingency logs in order to identify and address potential cost overruns;

Provide monthly updates to Project Management staff, Director of Construction Services and Director of Housing Development;

Facilitate effective teamwork among development team members, including advising project sponsors on construction, scheduling, and contract compliance and enforcement, anticipating and helping to resolve problems impacting costs, schedule and scope.

Maintain electronic project files including all Construction Documents, such as Notices to Proceed, Permits, Pay Requests and Certificates of Completion, site inspection and OAC meeting notes, plans and specifications, lien notices and releases and executed change orders;

Promote "green building" and sustainable strategies in a cost effective and thoughtful manner to support durable, energy and resource efficient, comfortable, safe and affordable housing;

Assist development teams in their coordination with SF Public Utilities Commission (PUC) and PG&E as they seek approval of their permanent power applications under the Wholesale Distribution Tariff (WDT) process.

Develop and/or maintain productive relationships with City departments such as the Department of Building Inspection (DBI), Contract Monitoring Division (CMD), Fire Department (SFFD), Department of Public Works (DPW), and others. to expedite permit approvals and inspection services for MOHCD construction projects, when necessary.

Maintain up to date records on the development status of assigned projects, including updates to MOHCD's Salesforce database.

Assist project development teams in their interactions with City workforce-related agencies including:

Procuring design and contracting serves through the City's Contract Monitoring Division (CMD);

Setting up and monitoring prevailing wage through the Office of Labor Standards and Enforcement (OLSE). Coordinate with OLSE on a monthly basis to ensure contractors are being responsive to any payroll issues noted by OLSE.

Hiring new trade workers through the Office of Economic and Workforce Development (OEWD) and their CityBuild division.
