Job Description
Under general administrative direction, the Custodial Services Director manages the Airport's large complex of general customer service sections performing a wide spectrum of services for passengers, the general public, Airport concessions, Airlines and Airport employees. Position has responsibility for the Airports large Custodial Section, Window Cleaner Section, the Food Services Section and the Airport's recycling program. These general services units operate in the Airport terminals as well as numerous facilities located throughout the Airport complex, including cargo buildings, maintenance facilities, water treatment plant, office buildings, BART and the AirTrain complex. The position directs and administers a budget in excess of $72M dollars. Position has full responsibility for coordinating and implementing program planning and defining the organizational direction of the Airport' s Custodial, Window Cleaning and Food Services Sections as well as determining staffing needs, resource allocation and recognizing future resource needs; manages the recycling program and compost collection within the Airport complex; takes sole responsibility for revising and expanding the management structure as well as determining allocations of line staff numbering more than 500 employees; is responsible for developing program procedures to carry out security response and the general emergency response plan by the general customer service personnel for the Airport; interfaces with all managerial levels within the Airport, other City departments, as well as outside agencies, and represents the Custodial Sections in meetings involving policies, procedures and administrative systems. This position also performs other duties as required; and performs other functions outlined in the 0932 Manager IV.
The essential functions of this position include:
Manage and implement established critical policies, guidelines, procedures, and controls for Airport environmental services and sustainability practices including, but not limited to solid waste disposal; comprehensive recycling; green chemical program; purchase and use of environmentally preferable tools and equipment; coordinate and implement program planning; define the organizational direction of the Airport's general Custodial services operations; and outreach programs to tenants, airlines and passengers.
Direct, monitor, evaluate, and plan the work of managers and second level supervisors in various general customer services including custodial services, window cleaning and food services operations; resolve complex issues and problems to ensure effective management and enforcement of established policies, procedures and institute corrective measures; coordinate and direct a comprehensive in-service training program including technical information and guidance to supervisory personnel.
Oversee, plan and develop the strategic planning of job content, and workload, develop standards and performance criteria for service operations, analyze work methods, alternative solutions or approaches in order to maintain and improve service level; resolve conflicting operational needs.
Direct, monitor, administer an annual operating budget in excess of $72M dollars; assist with the development of the budget by providing detailed justification and analysis affecting general customer services programs and operations such as complex staffing needs; ensure budget expenditures and cost control reports are provided for management; identify, research and recommend future needs .
Review and assess specifications for proposed construction or improvements and make recommendations which will facilitate the maintenance, achieve maximum operating efficiency, service enhancements, and improve appearance, safety and sustainability of those facilities.
Conduct inspection of service areas for quality assurance and compliance with safety guidelines and sustainability standards; identify service areas for purposes of improvement; make recommendations and propose solutions improve current practice or working conditions and increase awareness of safety hazards on inspected areas.
Establish, develop, collaborate, and maintain contacts with key stakeholders, other Airport divisions, including senior leadership, Airport tenants, public and private agencies, labor organizations, vendors and the general public, investigate, analyze and respond to complaints and take appropriate action, exchange information or explain service procedures and regulations.
Represent and serve as a liaison with a variety of other City & County of San Francisco Departments and other Airport Divisions, City & County staff and other outside agencies to make presentations, explain and justify operational or administrative procedures and operational programs and negotiate the resolution of complex issues relating to personnel and operations.
Review and approve the requisitioning of large quantities of supplies and equipment.
Prepare various written reports, correspondence and memos to staff, management, service contractors.
