Reporting to the Program Manager, the Sr. Financial Specialist provides analysis and implementation of integrated command business management and financial processes and systems that deliver best business practices to provide accurate and timely corporate information. This is a contingent position expected to be located in San Diego, CA. The pay range for the position will be provided at the time the position is no longer contingent. What You'll Do Provides analysis and implementation of integrated command business management and financial processes and systems that deliver best business practices to provide accurate and timely corporate information. Provide services and deliverables associated with PPBE processes: generation, and tracking of POM responses, business elements of acquisition and/or milestone documentation, acquisition/financial execution documentation such as Purchase Requests (PRs) and corresponding amendments, Congressional budget exhibits, financial briefings, spend plan management, controls management, cost estimating analysis, issue papers, financial execution forecasting and tracking (e.g., obligations/expenditures), obligation/expenditure phasing plans, financial transaction reconciliation support, and financial reviews. Provide Acquisition financial and cost estimating analysis support to NAVWAR HQ and associated PEO programs and projects. Prepare supporting documentation for program planning and milestone decisions/major acquisition events or to meet actions from the MDA, PEO C4I Acquisition Management Office and/or auditing agencies. Maintain records of historical execution and associated documentation. Bid and proposal support if requested. Other duties as assigned. What We're Looking For Required Qualifications: An active secret clearance is required to be considered for this position. Bachelor's degree from an accredited university required. Seven (7) years of specialized acquisition financial and program planning and budgeting experience within the Department of the Navy (DON). Seven (7) years of experience interpreting and applying FM principles and familiarity with FM processes, techniques, policies, regulations and organizational strategic goals. Seven (7) years of experience in being a Team Lead or senior member of the FM team with analysis decision-making experience. Certifications: Certified Defense Financial Manager (CDFM). Must possess basic computer literacy and data entry skills. Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.). Strong attention to detail and organizational skills. Excellent verbal and written communication skills. Demonstrated problem-solving skills. Must possess strong time management skills. Must be able to work in a fast-paced, changing, and challenging environment. Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. The ability to lift items that may weigh up to 50 pounds. Travel Required 10% travel required. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. Desired Qualifications: Master's degree in business administration from an accredited university in engineering or a related technical field is desired. Knowledge of interdependencies within and between Navy Financial, Accounting and business systems. Project Management Professional (PMP) is desired.
